Job description
The Job The San Bernardino County Department of Community Development and Housing (CDH) is recruiting for a Community Development and Housing Project Manager II to oversee the planning, implementation, and long-term management of affordable housing and community development projects. This position will work closely with other Project Managers, the Senior Housing Project Manager, the Deputy Director, and the Director to advance the County's affordable housing, community development, and neighborhood revitalization initiatives. In conjunction with the Deputy Executive Officer and Director, the position is responsible for managing assigned projects through all phases of development, ensuring project objectives are achieved within established schedules, budgets, funding requirements, and regulatory guidelines.
In addition to project development responsibilities, the position oversees the long-term asset management and preservation of the County's affordable housing portfolio. Responsibilities include monitoring compliance with regulatory agreements, affordability restrictions, and funding requirements; reviewing operating budgets, financial statements, insurance, tenant eligibility files, and property condition reports; preparing required federal, state, and programmatic reports; and collaborating with property managers, service providers, public agencies, and development partners to ensure the long-term financial, physical, and operational success of County-owned and County-assisted housing assets. The position also supports portfolio and ownership transactions, including acquisitions, refinances, resyndications, property sales, and reconveyances, and prepares Board Agenda Items, legal agreements, and other related documents.

Option 2: EDUCATION: Associate's degree or equivalent (60 semester or 90 quarter units) in Public or Business Administration, Planning, Economic Development, Project Management, or a closely related field. Transcripts (unofficial are acceptable) must be attached to the application for consideration. --AND-- EXPERIENCE: Four (4) years of professional level experience with a primary focus in housing development project management and community revitalization initiatives.
Experience must include all stages of managing public infrastructure and capital improvement projects, including sidewalks, streets, parks, public facilities, and neighborhood redevelopment. Option 3: EDUCATION: Thirty (30) semester or forty-five (45) quarter units of completed college coursework in Public or Business Administration, Planning, Economic Development, Project Management, or a closely related field. Transcripts (unofficial are acceptable) must be attached to the application for consideration.
--AND-- EXPERIENCE: Five (5) years of professional level experience with a primary focus in housing development project management and community revitalization initiatives. Experience must include all stages of managing public infrastructure and capital improvement projects, including sidewalks, streets, parks, public facilities, and neighborhood redevelopment. Note: Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education.
Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. The ideal candidate will be a self-starter with excellent written and verbal communication skills who can execute high-quality work under tight deadlines in a team environment. Additionally, the ideal candidate will possess experience in the following: Experience administering Community Development Block Grant (CDBG) or other HUD-funded programs Knowledge of federal compliance requirements, including environmental review, labor standards, procurement, and national objective eligibility Experience managing public infrastructure or community revitalization capital projects from planning through completion Experience in affordable housing asset management, including oversight of regulatory compliance, operating performance, capital planning, and long-term portfolio preservation Experience reviewing property financial statements, operating budgets, reserve accounts, insurance requirements, tenant eligibility documentation, and physical inspection reports Knowledge of affordable housing regulatory requirements, including affordability covenants, loan agreements, regulatory agreements, and federal and state compliance requirements Experience supporting ownership transactions such as refinances, resyndications, acquisitions, dispositions, and loan reconveyances Creatively applying for or attracting new funding to advance the County's community revitalization initiatives Ability to coordinate effectively with cities, community partners, contractors, and internal departments Strong project management, budgeting, and contract administration skills Experience preparing Board items, staff reports, and public-facing materials Excellent written and verbal communication skills Computer applications (Microsoft Word, Excel and Outlook) Selection Process Examination Procedure: There will be a competitive evaluation of qualifications based on the information provided in your Application and the Supplemental Questionnaire.
