Job Description

Summary

This position will perform complex analysis by applying economic, finance, and quantitative principles to regulatory, business, and legal challenges facing Chugach. Manage a full range of professional economic analyst assignments in a full-functioning capacity.

Essential Functions

  1. Perform complex economic and financial analysis, including proforma, net present value, discounted cash flow and forecast modeling.

  2. Prepare short and long-term load and sales forecasts for budget and planning.

  3. Facilitate studies of load and associated characteristics; ensure interval load data and related data acquisition processes are in place.

  4. Assist in strategic business planning and regulatory activities, and other required ad hoc quantitative and qualitative analysis.

  5. Conduct research and analysis on the energy industry to develop and maintain quantitative models.

  6. Prepare and present reports for senior leadership, the board of directors, other utilities, and the commission.

  7. Perform analysis of historical and projected trends and compile analytical outputs.

  8. Manage the acquisition of metered and SCADA data in support of regulatory filing requirements.

  9. Prepare the documents and reports to support meter audits and maintenance.

  10. Participate in regulatory activities including general rate cases.

  11. Prepare routine and non-routine regulatory filings, including Beluga River Unit Gas Transfer Prices, G&T loss factor calculation, distribution line extension charges and fees, cost allocation manual, reporting of acquisition cost savings.

  12. Conduct analyses of operating data compared to projected cost ratios and evaluate accuracy.

  13. Support continuous improvement and operational efficiency by identifying areas of opportunity and sharing recommendations with management.

  14. Other duties as assigned.

  • State and Federal Agencies: Exchange information and develop relationships relative to assigned duties.

  • Contractors: Coordinate with, provide and exchange information.

Competencies

  1. Knowledge of economic and financial analysis methods.

  2. Ability to evaluate results and prepare reports to support strategic decision-making.

  3. Knowledge of micro and macro-economic theory, econometrics and forecasting, economic research and survey sampling techniques, graphic and narrative techniques.

  4. Proven ability to be self-motivated and work independently with minimal supervision.

  5. Ability to consolidate complex scenarios into takeaways and present findings

  6. Ability to communicate technical data to a variety of non-technical audiences.

  7. Must have ability to identify sensitive or confidential information and abide by confidentiality requirements.

  8. Proven ability to uphold ethical and professional conduct.

  9. Demonstrated ability to organize workflow, manage multiple priorities, and effectively utilize resources.

  10. Working knowledge of Microsoft Office applications.

  11. Effective written and oral communication skills.

Supervisory Responsibility

This position does not have any supervisory responsibilities.

Work Environment

Work is performed in a standard office environment. Some travel to remote sites may be required. This position requires some overtime and travel to meetings or conferences outside of the state.

Minimum Qualifications and Experience

Education

Bachelor’s degree in Economics, Mathematics, Business or related discipline, required.

Experience
