As a .NET Software Development Project Manager supporting NIAID in Bethesda, MD, you will provide support to develop and maintain an optimal portfolio of high value software applications in a timely and cost-effective manner which promotes innovation and productivity across NIAID. Applications supported address Human Capital, Financial Management, Grants/ Contracts, Research Planning, Scientific Reporting, Administrative. Expansion of capabilities to include mobile applications is planned.

How a .NET Software Development Project Manager Will Make an Impact

  • Lead technical staff on multiple complex software development projects
  • Assess technology solutions and provide recommendations
  • Ensure teams use effective change control and configuration management in order to establish and maintain consistency, maintainability and reliability
  • Analyze complex, multi-task interrelated projects, assess risk and recommend solutions for difficult problems
  • Ensure teams use architectural standards and principles for software applications to promote standardization, reuse and to minimize incompatibility issues across NIAID's application portfolio
  • Adhere to NIAID-tailored HHS Enterprise Performance Life Cycle (EPLC) methodology.
  • Prepare detailed project plans to include all deliverables and due dates with responsible resources, level of effort, and budget projections
  • Apply Agile processes when identified and appropriate.
  • Perform Biweekly assessment and reporting of projects' progress and pipeline to identify issues and risks and impact on cost and timelines
  • Provide the Monthly Admin Reports.
  • Facilitate collaboration with other teams
  • Work with the customer to balance remediation of technical debt with the development of new capabilities
  • Nurture the capabilities of software development teams
  • Engage with customer product owners to understand and communicate priorities for software development resources
  • Manage the migration of custom software applications to cloud environments

WHAT YOU'LL NEED TO SUCCEED:

  • Education: Bachelor's of Science degree in Computer Science, Information Technology, or related field
  • Experience: 6+ years of project management experience, with 5+ years of experience in Agile .NET implementations.
  • Technical skills: in-depth understanding of .NET and technical aspects of .NET applications.
  • Skills and abilities: Ability to comprehend the complexities of software design and databases and anticipate technical and business challenges to ensure products align well with the project's goals. Ability to communicate clearly and effectively.
  • Ability to obtain an NIH Public Trust
  • Location: Hybrid. Must be able to attend in-person meetings, primarily in Rockville, MD but may include other locations in the DC Metropolitan area.

The likely salary range for this position is $128,039 - $173,229. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
