Position Summary:

The Contract Manager/Task Manager is responsible for the overall management, execution, and successful performance of the Defense Health Agency (DHA) Network Enterprise & Services (NE&S) contract. Serving as the primary point of contact between the contractor and DHA, this individual provides leadership, contract oversight, and operational direction to ensure all contractual requirements, performance objectives, and mission deliverables are achieved. Responsibilities include contract execution, program reporting, coordination with DHA stakeholders, oversight of all NE&S operational activities, resource management, risk mitigation, and ensuring compliance with Service Level Agreements (SLAs), performance metrics, and applicable Department of Defense (DoD) and DHA policies. The Contract Manager/Task Manager is accountable for delivering high-quality enterprise IT and network sustainment services while ensuring customer satisfaction, operational excellence, and continuous process improvement throughout the contract lifecycle.

Key Responsibilities:
  • Serve as the primary point of contact (POC) between the contractor and the Defense Health Agency (DHA).
  • Provide overall leadership, management, and oversight of all contract personnel supporting the DHA NE&S contract.
  • Manage day-to-day contract execution to ensure all Performance Work Statement (PWS) requirements are successfully completed.
  • Oversee all Network Enterprise & Services (NE&S) activities, ensuring operational efficiency and mission success.
  • Ensure compliance with all Service Level Agreements (SLAs), Key Performance Indicators (KPIs), Quality Assurance Surveillance Plan (QASP) metrics, and contractual performance requirements.
  • Coordinate with DHA leadership, Contracting Officers (COs), Contracting Officer Representatives (CORs), and other Government stakeholders.
  • Plan, organize, assign, and direct contractor personnel to meet contract objectives.
  • Monitor contract performance, schedules, staffing, budgets, and resource utilization.
  • Develop and implement risk mitigation strategies and corrective action plans when necessary.
  • Prepare and deliver executive-level reports, contract status updates, performance metrics, and program briefings.
  • Ensure all contract deliverables are submitted accurately and on schedule.
  • Manage subcontractor performance and coordinate cross-functional technical teams.
  • Promote continuous process improvement and operational efficiencies.
  • Ensure compliance with all applicable DoD, DHA, cybersecurity, and federal regulations.
  • Maintain effective communication with Government leadership and contractor personnel throughout the contract lifecycle.
Minimum Qualifications:
  • Minimum 7–10 years of relevant experience managing federal IT programs, enterprise network operations, or comparable Department of Defense (DoD) contracts,
  • Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Engineering, Business Administration, Management, or a related field.  
  • Possess a current Project Management Professional (PMP), ITIL Foundation, or equivalent industry-recognized certification, as required by the Performance Work Statement.
  • Must meet applicable DoD 8570.01 Information Assurance (IA) certification requirements if the position is designated as an IA workforce role.
  • Demonstrated experience managing enterprise IT infrastructure, enterprise network operations, and network sustainment programs supporting large-scale Department of Defense or Federal Government environments.
  • Proven experience leading contract execution, managing technical teams, overseeing contract performance, and ensuring compliance with Service Level Agreements (SLAs), Key Performance Indicators (KPIs), and contractual requirements.
  • Experience managing program budgets, staffing, schedules, risk management, and quality assurance initiatives.
  • Strong knowledge of IT Service Management (ITSM), federal contract management, and enterprise IT operations.
  • Excellent leadership, organizational, written, verbal, and customer relationship management skills.
  • Must be available full-time and dedicated to the Defense Health Agency (DHA) Network Enterprise & Services (NE&S) contract.
Required Certifications:
  • Project Management Professional (PMP), or
  • ITIL Foundation Certification, or
  • Equivalent program or project management certification as required by the PWS.
  • Must satisfy applicable DoD 8570.01 certification requirements, if applicable.
 Preferred Qualifications:
  • Experience supporting the Defense Health Agency (DHA) or Military Health System (MHS).
  • Experience managing enterprise network sustainment and IT service delivery programs.
  • Knowledge of DoD enterprise IT infrastructure and healthcare IT environments.
  • Experience managing geographically dispersed technical teams.
  • Familiarity with ITIL best practices, IT Service Management (ITSM), and continuous service improvement.
  • Experience supporting performance-based service contracts and federal acquisition programs.
