Job description


COLSA is seeking a Senior Program Manager to lead a defense contract delivering cyber warfare engineering, cybersecurity and operational support services.
This is a high impact leadership role supporting mission critical cyber capabilities in offering the opportunity to shape program execution, influence strategic direction, and lead multidisciplinary teams at the forefront of national defense.
  • Serve as the overall lead, manager, and administrator for the contracted effort
  • Act as the primary interface and point of contact with Government program authorities on all technical and program/project matters
  • Oversee contractor execution of all contract requirements across multiple sites and functional areas
  • Manage acquisition and employment of program resources, including staffing, workforce planning, and tasking
  • Ensure compliance with all applicable Federal and DoD acquisition regulations, policies, and standards
  • Provide oversight of cybersecurity, Information Assurance (IA), and Risk Management Framework (RMF) activities
  • Monitor program performance, risks, and deliverables, and implement corrective actions as needed
  • Coordinate program activities across stakeholders to ensure seamless execution and delivery

*This position is contingent upon contract award; the selected candidate will be proposed as key personnel in accordance with proposal submission requirements.

Required Experience
Required Qualifications
  • Bachelor's degree (or higher) in a relevant discipline with a minimum of 15 years of related experience, including at least 3 years within the past 5 years
  • Minimum of five (5) years of experience related to Information Assurance, Cyber Security, or Risk Management Framework activities in a DoD/Other Government Agency platform/weapons systems or DoD/Other Government Agency IT infrastructure environment.
  • Active DoD Top Secret clearance with eligibility for SCI access
  • Must be within local daily commutable vicinity of NAS Patuxent River

Preferred Qualifications
  • Master's degree preferred
  • Experience supporting Navy or DoD aviation programs
  • Experience managing large, complex, multi-site or IDIQ/task order based contract
  • Relevant IT/cyber certifications aligned with DoD 8140 (e.g., CISSP, CISM, CASP+, Security+)
  • Project Management Professional (PMP) certification
  • Experience leading or supporting multidisciplinary technical teams in cyber, IT, or engineering environments
