Job description

Role : Technical Project Manager โ€“ Enterprise Content Management (ECM) Platform

Location : Oaks, PA

Type : Contract

Need candidate who can work onsite from Day 1 (4 Days a week) โ€“ NO REMOTE

Role Summary

We are seeking an experienced Technical Project Manager to lead execution and delivery of the Enterprise Content Management (ECM) de-duplication programโ€”consolidating three disparate document management systems (Documentum, Alfresco, and Mobius) into a unified, scalable ECM platform. The role works closely with architects, engineering teams, business stakeholders, and delivery partners to ensure on-time, on-budget delivery with quality, compliance, and operational excellence across all program phases.

Primary Responsibilities

Lead end-to-end program execution and delivery of the ECM de-duplication initiative (Alfresco/Documentum/Mobius), developing project plans, schedules, and resource allocation aligned to milestones, PSI cycles, and decommissioning timelines.

Coordinate multiple workstreamsโ€”platform foundation build, integration remediation, migration execution, testing & compliance, and cutoverโ€”tracking progress, sprint deliverables, and delivery metrics.

Manage timelines, dependencies, risks, and escalations; ensure adherence to phase-wise strategy and gate criteria (design sign-off, platform/integration/migration/cutover readiness).

Facilitate communication and alignment across delivery teams, stakeholders, and client leadership, coordinate resource planning, capacity management, and team utilization across development, QA, migration, and operations.

Oversee quality gates and governance checkpoints, ensuring compliance with enterprise architecture standards, security, data governance, and regulatory guidelines.

Manage migration execution (bulk/incremental ETL, validation, reconciliation, parallel-run coordination, cutover) and support testing strategy/UAT execution across functional, integration, performance, and NFR requirements.

Coordinate parallel-run operations and post-production hypercare, ensuring stabilization, defect resolution, and rapid incident response.

Drive governance (monthly reviews, weekly checkpoints, daily stand-ups); manage change control, scope, and SOW amendments.

Support AI-accelerated SDLC initiatives (GitHub Copilot/Windsurf) and drive continuous process improvement.

Serve as the primary operational contact for day-to-day program execution and issue resolution.

Work with developers to unblock technical roadblocks affecting program delivery

Required Skills

10-12 years of experience in program/project management, preferably in large-scale transformation, platform consolidation, or ECM implementation programs.

Strong technical hands-on with the ability to read/review code, debug issues, and work directly with engineers to unblock technical roadblocks affecting sprint or program delivery.

Proven expertise managing complex, multi-phase programs involving technical architecture, infrastructure migration, application integration, and cutover activities.

Strong understanding of Enterprise Content Management (ECM) systems, document management platforms (Documentum, Alfresco, Mobius), and ECM solution architecture.

Deep knowledge of project management methodologies (Agile/Scrum, SAFe, waterfall, hybrid) with expertise in program planning, resource/capacity management, and multi-team coordination in onsite/offshore delivery models.

Strong technical acumen in OCR, Java/J2EE, MS SQL Server, Oracle and NoSQL Databases, microservices architecture, REST APIs, cloud technologies (Azure, AWS), and enterprise infrastructure.

Experience with hybrid cloud-native architecture (Azure Blob Storage, NAS-based storage, multi-tenant design) and event-driven architecture/message queues (Kafka) with asynchronous processing patterns.

Familiarity with CI/CD pipelines, DevOps practices, and release management frameworks.

Proven ability to manage multiple workstreams, dependencies, and cross-functional teams simultaneously; strong analytical, problem-solving, and decision-making skills.

Excellent communication, stakeholder management, and executive presence; ability to engage senior leadership and diverse stakeholder groups.

Experience with risk management, issue tracking, governance frameworks, and scope management within regulatory and compliance environments.

Proficiency with project management tools (e.g., Jira, Azure DevOps, MS Project, Smartsheet) and Microsoft Office Suite.

Experience leading distributed teams across time zones and geographies.

Knowledge of enterprise auditing, logging, and observability platforms (ELK, Splunk) and monitoring frameworks.

Understanding of data lifecycle management, records management, data retention policies, and archival strategies.

Experience with AI-accelerated SDLC, GitHub Copilot, Windsurf, or similar AI-assisted development tools.

Exposure to content migration tools, bulk ETL frameworks, and data reconciliation techniques; knowledge of security frameworks, encryption, and malware scanning integration.
