Job description

We are looking for an experienced Quality and Documentation Manager to oversee quality assurance and contractual document control for a large and complex, automated photo enforcement program. This manager level role ensures that contract requirements are fully traceable through implementation, field deployment, and ongoing operations while maintaining strong control of all contractual and technical documentation.

This position serves as a central point of ownership for quality oversight, requirements traceability, field installation quality review, and electronic document management. The goal is to ensure compliance, audit readiness, and consistent operational performance across programs.

Key Responsibilities

Quality and Program Implementation

Lead quality management activities during contract implementation and system deployment

Develop and maintain Requirements Traceability Matrices to confirm all contractual, technical, and regulatory requirements are addressed

Oversee quality review of field installations to ensure deployments meet contractual and technical standards

Conduct quality audits of field work, documentation, and deliverables

Identify, document, and track quality issues through resolution

Support internal and external audits and compliance reviews

Partner with engineering, operations, field teams, and program management to support continuous quality improvement

Contractual Documentation and Content Management

 Serve as Content Manager for all contractual and program documentation

Own the full lifecycle of contractual deliverables, including

  •  Submission timing and milestone tracking
  •  Approval coordination across stakeholders
  •  Version control and change tracking
  •  Archiving and retention
  •  Audit readiness

Ensure documentation aligns with contract requirements and approved baselines

Maintain configuration control of technical and operational documents

 . Electronic Document Management using SharePoint

 Function as process owner for the organization's SharePoint based electronic document management system

Design, maintain, and improve SharePoint libraries, workflows, and permissions

Establish and enforce document naming conventions, metadata standards, and folder structures

Manage document review and approval workflows

Train team members on document management processes and best practices

Ensure documentation is secure, accessible, and audit ready

Cross Functional Coordination

Work closely with Program Managers, Engineering, Field Operations, and Compliance teams

Support planning and scheduling of contract deliverables

Assist with customer facing documentation and formal submittals

Provide documentation and quality input for change management processes

Required Qualifications

Bachelor's degree in engineering, Quality, Business, Technical Communications, or a related field, or equivalent experience

At least five years of experience in

  • Quality management or quality assurance
  • Contract implementation or delivery of large technical programs
  •  Document control or configuration management

Strong experience with requirements traceability and contract compliance

Direct experience using SharePoint as an electronic document management system

Experience managing document version control, approval workflows, and audit trails

Strong organizational skills and attention to detail

Ability to manage multiple deliverables and deadlines at the same time

Strong written and verbal communication skills

Preferred Qualifications

Experience with automated photo enforcement, traffic systems, intelligent transportation systems, or similar public sector technology programs

Familiarity with field equipment installation and technical deployment environments

Knowledge of quality standards or quality management system principles

Background in technical writing or development of formal documentation

Experience supporting government or municipal contracts

Compensation: $170-$190K
