Job description

PURPOSE OF JOB

The Director of Administrative Support Services serves as a strategic partner to the Vice President of Engagement & Administration and provides leadership, coordination, and oversight across a broad portfolio of agency-wide initiatives, compliance programs, organizational development efforts, and administrative functions. This position acts as a key integrator across departments within the Engagement & Administration Division, helping ensure strategic priorities, operational objectives, and regulatory obligations are successfully executed.

The Director is responsible for advancing a culture of accountability, organizational effectiveness, continuous improvement, and servant leadership throughout the agency. This role works collaboratively with leadership to ensure agency programs, policies, and processes align with DCTA's core leadership behaviors of Excellent Communication, Building Trust, Creating Vision, Developing Others, and Anticipating and Overcoming Obstacles.

The position serves as the primary coordinator for agency-wide compliance programs, organizational development initiatives, strategic projects, performance management systems, Equal Employment Opportunity (EEO) compliance, and divisional performance tracking. The Director provides strategic oversight and support to department leaders while ensuring agency initiatives remain aligned with organizational goals, regulatory requirements, and Board expectations.

Essential Functions

Strategic Leadership & Executive Support

Serve as a strategic advisor and operational partner to the Vice President of Engagement & Administration.

Assist in the development, implementation, monitoring, and execution of divisional goals, strategic initiatives, and organizational priorities.

Coordinate cross-functional projects involving Human Resources, Labor Relations, Safety & Security, Training, Customer Experience, Administrative Services, Government Relations, Marketing & Communications, and Board Administration.

Monitor progress of key initiatives and provide recommendations to ensure successful completion of objectives.

Prepare executive-level reports, presentations, analyses, and recommendations for senior leadership and the Board of Directors.

Represent the Vice President on projects, committees, and meetings as assigned.

Agency Compliance Oversight

Lead and coordinate agency-wide compliance monitoring efforts to ensure adherence with applicable federal, state, and local laws, regulations, policies, grant requirements, and Board directives.

Develop, implement, and maintain compliance tracking systems, reporting mechanisms, and monitoring processes across assigned functional areas.

Coordinate periodic compliance reviews, assessments, audits, and corrective action plans.

Partner with department leaders to identify compliance risks and develop mitigation strategies.

Monitor regulatory changes and provide recommendations regarding operational and policy impacts.

Support agency responses to external audits, regulatory reviews, investigations, and compliance reporting requirements.

Maintain oversight of assigned compliance programs including EEO, Title VI, ADA-related administrative requirements, ethics, records management, policy governance, and other assigned programs.

Develop agency-wide compliance reporting and dashboards for executive leadership.

Organizational Development & Performance Management

Lead agency-wide organizational development initiatives that strengthen leadership effectiveness, employee engagement, succession planning, and workforce development.

Support the design and implementation of performance management systems, leadership development programs, and employee development strategies.

Facilitate organizational assessments and recommend process improvements that enhance operational effectiveness.

Promote consistent implementation of the agency's servant leadership culture and leadership expectations.

Assist leaders in identifying workforce challenges and implementing strategies that improve organizational performance.

Culture & Leadership Development

Champion initiatives that reinforce DCTA's servant leadership culture and core behavioral expectations.

Work collaboratively with managers and leaders to integrate organizational values into policies, programs, training, and daily operations.

Support leadership coaching and development initiatives that strengthen employee engagement, accountability, and team performance.

Identify opportunities to enhance communication, trust, collaboration, and leadership effectiveness throughout the organization.

Budget & Performance Oversight

Assist in coordinating budget planning, monitoring, and reporting activities across departments within the Engagement & Administration Division.

Monitor departmental performance metrics, key performance indicators (KPIs), compliance measures, and strategic objectives.

Develop executive dashboards and performance reporting tools to support decision-making.

Analyze trends and identify opportunities to improve effectiveness, efficiency, and service delivery.

Policy, Governance & Administrative Excellence

Coordinate development, review, implementation, and maintenance of agency policies, procedures, and administrative standards.

Assist in ensuring consistency and alignment of policies across departments.

Support Board governance processes, executive initiatives, and agency administrative functions as assigned.

Lead special projects, organizational initiatives, and continuous improvement efforts that support agency goals.

Serve on internal and external committees as assigned.

Provide leadership and direction on special projects and agency initiatives.

Supervisor Responsibilities

This position has no direct supervisory responsibilities but serves as second-in-command to the Vice President, providing dotted-line leadership and guidance to the VP's direct-report managers.
