Job Summary:
Under the guidance of the Rights-of-Way Section Manager, the Land Disposition Project Leader I, completes right of way analyses, identifies discrepancies, variances, and non-compliance issues; resolves land management problems, negotiates right of way contracts and right of way values and terms; processes/completes rights of way transactions; prepares documentation of activities and findings; accurately processes billing requests, completes financial/statistical reports; and coordinates project activities.
Job Duties:
• Manages a portfolio of low to mid-level complex files and negotiates right of way planning related efforts for right of way dispositions. Makes recommendations to supervisor relative to disposition alternatives and specific elements of each disposition.
• Manages interdisciplinary projects of low to mid-level complexity. Assists rights of way Team in transactions, non-application related tasks, conducts formal and informal training, meetings, and implements and supports AMS related tasks and Section responsibilities.
• Prepares and assists in development of Sections Standard Work, desk procedures and processes instructions.
• Analyze right of way applications in progress and after finalization to accurately process billing requests and appraisal requests. Identify discrepancies, variances and non-compliance issues. Complete financial and statistical reports.
• Assists in the evaluation, drafting, and implementation of new rules, procedures, policies, reports and documents.
• Provides technical and administrative guidance to staff.
• Applies the principles, theories, and concepts of the Arizona Management System; actively participating in daily group huddles and huddle board updates; continually identifying areas for process and quality improvement; adhering to established standard work and procedures.
• Other duties as assigned as related to the position.
Knowledge, Skills & Abilities (KSAs):
Knowledge of:
• Principles and practices of general real estate transactions, rights of way analysis and disposition.
• Land use and valuation principles.
• Construction, evaluation and execution of rights of way easements.
• Financial analysis and basic accounting reconciliation.
• Principles and practices of land use planning and management, and the associated laws, rules and regulations.
• Documents required for the acquisition of property, including negotiation proceedings.
• Review and finalization procedures to complete the ROW process prior to final acquisition.
• Interpretation of planning, engineering and delineation drawings, legal descriptions and map exhibits.
• Arizona Management System (AMS), project management and coordination.
Skilled In:
• Professional oral and written communication skills.
• Locating and selecting the most appropriate guidelines for numerous and variable circumstances.
• Organizational skills in coordinating activities and efforts of land disposition agents.
• Establishing and assessing program objectives and performance goals.
• Negotiation skills to obtain support, cooperation, and timely action or change from involved parties.
• Establishing and maintaining effective working relationships with various levels of government and business officials as well as the public.
Ability To:

• Write reports, maintain records, and manage multiple tasks at one time.
• Physical ability to perform moderate work tasks such as walking in natural land areas and posting/removing signs.
• Safely drive standard and 4-wheel drive vehicles to travel throughout the state, often on roads in poor condition.
• Determine the effects of multi-disciplined uses and damage to State Trust land real property values.
• Read and interpret legal descriptions and map orientation both in the field and on documents
• Exercise appropriate personal judgment within the guidelines of recognized laws, rules, procedures, and policies affecting the overall management of State Trust lands.
Selective Preference(s):
• Associates degree in finance, Real Estate, business administration, public administration, management, designation in the International Rights of Way Association, or related field and experience in basic real estate transactions, land sales, rights-of-way transactions, or real estate management.
• One to two years of progressively responsible experience with lease contracts, agency rules and regulations, legal descriptions, and natural resources disciplines.
Pre-Employment Requirements:
• Requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete required driver training. (refer to Arizona Administrative Code R2-10-207.12.)
• All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Upon successful completion of the required training and probationary period, this position may offer the ability to work a hybrid remote work schedule, based upon the department's business needs and continual meeting of expected performance measures.
