Job description
This position is responsible for:
Directs, coordinates and monitors the Emergency Response program for Area Command; analyzes facility/ program risks and responds to crisis and disaster management programs; partners with leadership team to ensure that incidents/problems are identified and considered in the development of a crisis response plan; supports Area Command response efforts; coordinates resources, service delivery, and communication; provides a total solution to effectively manage the entire crisis lifecycle, from preparation and planning, through education and training, to rapid crisis response and situation recovery.

Emergency Disaster Services Manager Responsibilities (40%)
- Maintains current information on crisis/disaster service resource levels including personnel, equipment and supplies; handles ongoing disaster vehicle maintenance and purchasing of equipment.
- Provides both oversight and direction for the management of facility/program risks across the organization; coordinates risk assessments, identifies the operational and strategic risks, facilitates the prioritizing of risk, and develops and communicates response reports.
- Monitors facility risk, emergency, crisis, and disaster activities, natural or manmade; provides updates to Area Command’s leadership to formulate news releases and/or media information as needed.
- Coordinates with Area Command leadership the requests for emergency service personnel and/or equipment from Area Command facilities; maintains contact with Divisional Headquarters disaster services personnel to provide response updates and secure additional support where indicated; during incidents, sustains communication with Divisional Headquarters, updates appropriate personnel with all response activity.
- Ensure Area Command emergency service programs are effective through site visits and audits as a for first-hand appraisal to determine the extent of compliance, projections for preparedness and awareness of emergency services; including visits to disaster sites as necessary.
- Coordinates grant applications and special funding projects with Development Department to support Emergency service work throughout the Area Command; and ensures that expenditures are consistent with funder designations and/or restrictions, Salvation Army policy, and generally accepted accounting principles.
Emergency Preparedness Plan Development and Management Responsibilities (20%)
- Directs, coordinates and monitors the Emergency services program for preparedness and response; develops, organizes, and implements strategic plans for risk, crisis, and disaster service training; facilitates planning for acquisition of related supplies, their distribution, and warehousing networks.
- Monitors Area Command’s disaster preparedness; keeps abreast of current trends in disaster services, response and operational procedures.
- Researches, recommends, and implements effective communication and software systems to ensure the effective logistical success of safety programs, incident/crisis management, disaster services training, and development.
- Consults with all Area Command facilities in the development of emergency services performance improvement plans, initiatives, and measurement strategies.
- Establishes crisis management procedures providing guidance to Corps Officers, staff, and volunteers during unexpected events; anticipates and reacts to threats against the organization, safety, or reputation on immediate decisions surrounding an emergency situation or how an issue, emergency disaster, or otherwise is explained to the public.
- Ensures the warehouse is organized, compliant, stocked and operationally ready for disaster events. Maintains inventory of disaster supplies, equipment and program materials and recommends procurement as needed.
- Oversees receiving, storage, distribution, and recordkeeping of all warehouse items. Coordinates supply distribution to Corps, programs and disaster operations.
- Ensures all disaster fleet and equipment are maintained and operated safely. Conducts inspections of warehouse, vehicles and equipment and coordinates repairs and ensures compliance with safety standards, regulations and divisional EDS guidelines.
- Assumes a General Staff position during deployment at the Area Command or in an Incident Command; Deploys to other Command or General Staff positions as needed; deploys to other Divisions as requested by Divisional EDS and approved by Leadership.
- With the assistance of Divisional Headquarters, establishes a network of emergency service warehouse and distribution sites; creates and/or reviews coordinating plans for Area Command disaster warehouses; develops a system of available Area Command emergency staging sites.
Training and Development Responsibilities (20%)
- Reviews performance and trends in response to crisis events of all types; maintains and properly executes crisis management policies/procedures in response to field staff incident inquiries; troubleshoots problems through an investigation process and provides assistance as necessary including but not limited to orientation and ongoing educational opportunities.
- Maintains an efficient Standard Operating Procedure manual for Emergency Services operations within the Area Command; incorporates best practices in emergency crisis management, Salvation Army Safe From Harm guidelines, and HIPAA regulations; designs, coordinates, and conducts training exercises in order to validate existing plans and identify response improvement opportunities; assists with on-going plan activations as needed.
- Maintains status as a certified trainer for the Disaster Training Program through the completion of the Train the Trainer course and certification; trains and recruits individuals for disaster response activities.
Liaison Responsibilities (10%)
- Serves as an informational resource and liaison to Area Command Leadership and staff, Corps Officers, Program Directors, local disaster personnel, Emergency Officials, and FEMA offices; offers support; attends meetings; maintains working relationships; attains knowledge of all laws and operational procedures

- Represents The Salvation Army Houston Area Command at local government meetings, coalitions and interagency groups.
- Serves as the official liaison on behalf of the Area Commander and acts as spokesperson when designated
- Participates in community initiatives related to disaster response, homelessness, and social services.
- Participates in local Emergency Management training, exercises, meetings and special projects and coordinates with local corps as needed.
Volunteer Coordination Responsibilities (10%)
- Maintains current roster of personnel and volunteers available for emergency response activities, ensuring roster includes the appropriate information such as response team breakdown, employees with specialized skills, trained volunteers, etc.; maintains maintenance and inventory of all emergency services equipment including mobile canteen and kitchens, generators and other major equipment; as needed processes requisitions for emergency services equipment and supplies for the Area Command.
Education and Experience:
- Bachelor's degree from an accredited college or university in Crisis and Disaster Management, Emergency Management, Business Administration, or a related field, AND
- Three to five years experience in crisis/disaster or emergency services management, OR
- Any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
Certifications:
- Valid State Driver’s License (CDL Preferred)
- Emergency Management Certificate (or ability to obtain within established timeframe)
- Incident Command Certificate (strongly preferred)
- Trainer in Crisis Management (strongly preferred)
