Position Purpose:
Under the general direction of Emergency Management leadership, the ED Hazmat/Disaster Preparedness Coordinator supports the day-to-day operations, implementation, and evaluation of the emergency management program in the emergency department for assigned ministries.
Status Available: Part-time, 20 hours
Required Qualifications:
Education:
  • Associate or bachelor's degree from an accredited college or university in emergency management, chemistry, fire science, or related field.

Experience:
  • Three years of Hazmat related experience.
  • Three years of teaching experience in a related field.
  • Proficiency with public speaking and classroom instruction.

Certification:
  • Completed Michigan State Police CBRNE course and CBRNE Instruction course.

Physical and Mental Requirements and Working Conditions:
  • Demonstrated ability to utilize evidence to develop, teach, guide, and implement practice standards and policies.
  • Must be able to identify complex problems related to emergency preparedness and review/research related information to develop and evaluate options and implement solutions pertaining to the health care industry.
  • High degree of organizational skills required, including ability to work with diverse staff at all organizational levels; Able to lead team efforts; Able to move from conceptual stage to planning and implementation with minimal guidance and supervision.
  • Competent in software skills to include use of electronic email, business presentation software, word processing, and spreadsheets. Ability to use and create relational databases preferred.

What you will do:
  • Assist in maintaining an integrated emergency management program by supporting an all-hazards approach to disaster planning, preparedness, response, recovery, and mitigation strategies in the emergency department; in line with the Joint Commission's Emergency Management Chapter and in conjunction with Federal, State, Regional and County partners.
  • Participates in all accreditation visits related to the Emergency Department and Emergency Management including, but not limited to the Joint Commission, CMS, and Trauma verification visits.
  • Assist Emergency Department leadership in the design, coordination, and implementation of emergency preparedness plans utilizing an all-hazards approach; including response and recovery for all real events, e.g., hazmat incidents related to first receiver and patient decontamination; mass casualty incidents (MCI), severe weather, etc.
  • Acts as an on-site liaison for HAZMAT related emergencies and provides on-scene support to CBRNE trained emergency department personnel, including patients arriving with potential contamination/exposure.
  • Establishes and maintains effective working relationship with officials, agencies, healthcare coalition, and private industry/companies to coordinate HAZMAT and emergency department response plans, resources and mutual aid agreements and coordinates with those same agencies in disaster response and recovery operations.
  • Coordinates and educates ED and hospital staff in CBRNE initial and continuing education in compliance with federal standards. Mentors and coaches staff with the basic skills to function safely as it applies to hazmat/first receiver requirements for the emergency department.
  • Participate in need identification, selection, and evaluation of products and equipment, including PPE for first receivers; educational content, operational design and clinical competency related to HAZMAT disaster preparedness; and innovative HAZMAT educational tools or programs for emergency and hospital staff.
  • Actively engages in disaster preparedness meetings, plan development, exercises, etc. which encourage a coordinated and collaborative system response to HAZMAT incidents and other hazards.
  • Maintains an organized emergency department environment internally and externally, for all hazmat related equipment and supplies. The environment includes but is not limited to the hazmat shower, trailers, internal and external storage areas and cabinets.
  • Monitors and tracks all internal and external hazmat related equipment and supplies including federally funded equipment and state and regional healthcare coalition assets. This includes a tracking mechanism for inventory and rotation of supplies and equipment that will expire.
