Overview

The Housing Authority of Salt Lake City (HASLC), is a federally funded Special Purpose Government Agency, created to provide rent subsidies, and promote affordable housing for low-income persons residing in Salt Lake City. HASLC is the largest public housing authority in the state of Utah and the largest provider of Affordable Housing in the Salt Lake Valley. We currently assist over 10,000 individuals, who are seniors, persons with disabilities, children, previously homeless, and households with minimal income, a place to call home.


General Purpose as Affordable Housing Case Manager

The Affordable Housing Case Manager is responsible for managing their assign case load which includes documenting and monitoring continued eligibility of Housing Choice Voucher (HCV) program participants, calculate rent levels and monitor program compliance while following written policies, procedures, and regulations. The Affordable Housing Case Manager position is performed entirely onsite at HASLC's main office in Salt Lake City, Utah.

Essential Functions of Affordable Housing Case Manager

  • Conduct initial, annual, and interim "re-examinations" of income and family composition through interviews and collection of documentation.
  • Educating participants on the policies, procedures, and regulations of the program.
  • Collects, reviews, verifies, and calculates income, assets, and deductions and maintain correspondence records.
  • Accurately enter all housing and income related information into the software system in addition to maintaining complete and accurate files.
  • Calculate housing assistance payment (HAP) and tenant rent portion in accordance with HUD regulations and housing authority policy - processing changes and notify participants and landlords of changes in rent or unit eligibility.
  • Completes Rent Reasonable market study comparisons.
  • Coordinate with HASLC Inspectors to schedule timely inspections
  • Utilize HUD software, investigate allegations of fraud; provide complete and accurate files with summary and case analysis.
  • Researches, investigates, and resolves concerns or complaints between landlords, participants, and the housing authority.
  • Continuously provide timely and excellent customer service and support via email, text, and phone (with interpretation and translation services, when appropriate).

Requirements

Desired Skills & Experience of Affordable Housing Case Manager

  • High School diploma or equivalent, and two years' experience in social services, administrative/customer service, or a related housing industry position; or an equivalent combination of education and experience.
  • Self-starter with an ability to maintain organized records with efficiency and accuracy under pressure of deadlines, with interruptions.
  • Effective conflict resolutions skills with a high degree of tact and diplomacy.
  • Ability to work with confidential and sensitive information.
  • Demonstrated ability to multitask and creative problem solving.
  • Make accurate mathematical calculations.
  • Accurately interpret and follow regulations relating to the HCV (Section 8) Program
  • Work effectively with people from diverse cultural and ethnic backgrounds.
  • Interpersonal skills with ability to work independently as well as part of a team.
  • Demonstrated skills in Microsoft Office Suite software (Outlook, Word, Excel, etc.)
