Job description

Responsibilities

We are seeking a highly skilled and innovative Strategic Initiatives Lead to join our team in the greater DMV area, supporting the Army National Guard.

Key Responsibilities

  • Develop enterprise strategy artifacts: roadmaps, milestone frameworks, COAs, ROMs, and performance metrics for modernization and integration initiatives.
  • Lead crossfunctional working groups and enterprise planning sessions to synchronize technical teams, program offices, and Government leadership.
  • Produce executive briefings, decision papers, strategic analyses, and communication products for senior leadership and governance boards.
  • Oversee execution of strategic workstreams: track milestones, identify/mitigate risks, and coordinate corrective actions across task areas.
  • Evaluate emerging technologies and perform capability gap/impact analyses to prioritize initiatives that improve readiness and mission effectiveness.
  • Guide transition and integration planning: stakeholder engagement, change management artifacts, and operationalization strategies.
  • Develop enterprise dashboards and reporting to provide visibility into initiative performance and crossorganizational impacts.
  • Coordinate with ARNG G6, state/regional partners, and program offices to align priorities and resource allocation.
  • Institutionalize lessonslearned and continuousimprovement processes for enterprise strategic governance.

Qualifications

Minimum of 12 years with BS/BA; Minimum of 10 years with MS/MA; Minimum of 7 years with Ph.D.

Required Qualifications

  • Minimum of 12 years with BS/BA; Minimum of 10 years with MS/MA; Minimum of 7 years with Ph.D.
  • Clearance: TS/SCI (active)
  • Education / Training / Certification: Candidate must meet ONE:
    • Bachelor's degree in Policy, International Relations, Cyber, Computer Science, Cybersecurity, Data Science, Information Systems, Information Technology, or Software Engineering; OR
    • Completion of relevant DoD/Military training (e.g., Cyber 101, NDU Cyber Strategy Course); OR
    • Relevant certifications (see list below).
  • Experience: Minimum 10+ years progressive experience in strategic planning, program/portfolio management, or strategy execution with at least 5 years in enterprise/DoD or large multistakeholder environments.
  • Skills: Strategic roadmap development, stakeholder facilitation, executive briefing, COA/ROM development, risk management, change management, and metrics/dashboarding.

Acceptable Certifications (one or more preferred)

  • CISM, CRISC, SecurityX/CASP+, CCISO, CCSP, CISSO, CISSP, GSLC

Desired / Preferred

  • Prior ARNG/DoD strategic or portfolio leadership experience
  • Experience with modernization initiatives, cloud/IT modernization strategy, and engagement with State/Regional partners
  • Familiarity with POM/APOM processes, acquisition tradeoffs, and budgeting implications

Target Salary Range$135,000 - $216,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations.
