Job description

PLEASE NOTE - This position may require temporarily relocation to other TONHC Facilities: Sells Hospital, Santa Rosa Health Center, San Simon Health Center, and San Xavier Health Center.

Position Summary:

Performs a wide range of warehouse work independently, including receiving, storing, selecting, and delivering stock. Maintain an adequate inventory of supplies, including medical supplies and pharmacy items.

Scope of Work:

The position serves the Tohono O'odham Nation Health Care warehousing activities. Incumbent works under the supervision of the Supply Management Officer, who provides general instructions.

Essential Duties and Responsibilities: (Depending on the area of assignment, an incumbent may not be required to perform some of the duties listed below):

  • Maintain adequate government inventory supplies valued at $300,000, including pharmacy, laboratory, subsistence, medical, and office supplies.
  • Independently loads and unloads materials, conducts receipt inspections and inventories, annotates documentation, and furnishes all documents to inventory management staff for processing.
  • Locates, selects, packs, and delivers supplies for stock, obtains authorized signatures.
  • Receives and issues direct issue supplies to TONHC departments, completes packing slips and related documents.
  • Cleans warehouses, ensuring storage areas are clean, neat, and safe.
  • Maintains the security of storage areas; reports unauthorized entries to supervisor.
  • Picks up and delivers mail for the office. Assembles outgoing letters and packages, weighs and meters outgoing mail, and delivers to the local post office. Picks up incoming TONHC mail and delivers letters and packages to appropriate locations.
  • Respond to requests for repairs to duplication equipment. Fixes minor problems, i.e., paper jams, toner, and developer replacements, loads the additional paper and assists users with copier operation as needed. Places service calls with vendors on maintenance contracts for more complex repair needs.
  • Replaces oxygen and related supplies, moves empty containers into the Property and Supply storage areas-issues full oxygen containers to the TONHC departments. Checks gauges and hook-ups, and reports need for replacement to the supervisor.
  • Assist with supervision of staff.
  • Inputs inventory data accurately and in a timely manner for payment requests and inventory processes for property records.
  • Conducts inventory of the Nation's assets.
  • Maintains and supports the current Nation's FAS/Gov. Inventory System.
  • Ensures supporting documentation is screened for issues and coordinates with the program to assure accuracy.
  • Assist in establishing and maintaining an effective and efficient inventory management system.
  • Compares inventories with office production, purchase, or stock records to obtain an accurate list.
  • Complies information on receipt or disbursement of goods and computes inventory balance, price, and costs.
  • Writes functional specifications for specialty items through the Nation's purchasing policies and procedures.
  • Demonstrates continuous effort to improve operations, decrease turnaround times, and work cooperatively and jointly to provide quality customer service.
  • Maintain all appropriate documentation related to the procurement of goods and services.
  • Processes purchase orders through the receiving function to capture assets for tagging.
  • Monitors the mailroom operation to ensure adequate processing of incoming/outgoing mail.
  • Assists in completing purchase orders for all off-the-shelf purchases with customers; receives and delivers goods to departments.
  • Answers questions from various departments regarding property and supply policies and procedures.
  • Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing networks, participating in professional societies, conferring with representatives of various agencies and related organizations.
  • Operate a forklift or floor jack, as needed.
  • Performs other job-related duties as assigned and contributes to a team effort.

Knowledge, Skills, and Abilities:

  • Knowledge of the Tohono O'odham culture, customs, and traditions
  • Knowledge of applicable federal, state, tribal laws, regulations, and requirements.
  • Specialized knowledge of warehouse plans, methods, procedures and techniques of material handling.
  • Knowledge of federal property accountability, rules, and procedures.
  • Knowledge of Joint Commission accreditation and infection control mandates to safely handle, store and dispose of hazardous materials and outdated medical supplies.
  • Knowledge in records management procedures.
  • Knowledge of department organization, functions, objectives, policies, and procedures.
  • Knowledge in property and supply management.
  • Knowledge of applications and implementation of computer record-keeping systems, accounting, billing procedures, and inventory systems.
  • Knowledge of accounting software systems.
  • Skill in stacking, moving, and arranging items on pallets; ability to consider height, weight, and special handling requirements in order to prevent damage in storage and/or in transit.
  • Skill in operating a 3,000-pound capacity gasoline forklift, pallet jacks, hand trucks, electric cards, and other vehicles and equipment, including motor vehicles and flatbed trucks.
  • Skill in operating various word-processing, spreadsheets, and database software programs.
  • Skill in supervising, training, and evaluating assigned staff.
  • Skill in providing superior customer service to external and internal customers.
  • Ability to perform basic mathematical computations.
  • Ability to establish and maintain positive and effective working relationships with other employees and the general public.
  • Ability to maintain privileged, confidential information.
  • Ability to carry out instructions furnished in verbal or written format.
  • Ability to demonstrate strong communication skills communicate efficiently and effectively both verbally and in writing.
  • Ability to handle multiple tasks and meet deadlines.
  • Ability to travel to off-site locations within or outside service delivery area of supplies.
  • Ability to work extended hours and various work schedules.

Minimum Qualifications:

  • High School Diploma or General Education Diploma, and six months of specialized work experience in a warehouse, inventory, or administrative field, or an equivalent combination of training, education, and work experience that demonstrates the ability to perform the duties of this position.

Licenses, Certifications, Special Requirements:

  • Must obtain Forklift certification within six months of hire.
  • Upon recommendation for hire, a criminal background and a National FBI fingerprint check are required to determine suitability for employment, including a 39-month driving record.
  • May require possessing and maintaining a valid driver's license (no DUIs or major traffic citations within the last three years).
  • If required, must meet the Tohono O'odham Nation tribal employer's insurance requirements to receive a driver's permit to operate program vehicles.
  • Based on the department's needs, incumbents may be required to demonstrate fluency in both the Tohono O'odham language and English as a condition of employment.
