Position SummaryThe Lead Director, Rules Strategy & Transformation will lead the future-state strategy for Commercial business product rule writing, defining how the organization modernizes the Rules function through AI, process redesign, and stronger product data governance. This leader will drive a shift from primarily operational rule execution to a more strategic, scalable, and insight-driven model that improves efficiency, quality, compliance, and business agility. As a key member of the Product Data and Applications leadership team, this role will help shape the broader team's priorities and represent the organization on cross-functional initiatives requiring strategic thinking, innovation, and enterprise influence.Key ResponsibilitiesStrategic Leadership
  • Set the vision and strategic roadmap for the future of rule writing, aligning people, process, data, and technology to create a more scalable and intelligent operating model.
  • Lead the transformation of the Rules function from transactional execution to a more strategic, insight-driven capability without sacrificing governance, control, or business confidence.
  • As a key member of the leadership team, help shape broader organizational strategy, priorities, and transformation efforts.
  • Represent the broader organization on multi-functional initiatives that require creative problem solving, strategic thinking, and strong enterprise partnership.
  • Act as a connector across business, operational, and technical teams to drive clarity, remove friction, and accelerate progress.
Team Leadership and Capability Building
  • Provide leadership, direction, and development for the Rules function as it evolves to meet future business needs.
  • Build organizational capability in strategic thinking, process improvement, AI adoption, and modern rule-management practices.
  • Lead change management, creating clarity around roles, priorities, and required capabilities for the future-state team.
  • Foster a culture of innovation, accountability, partnership, and continuous improvement.
Required QualificationsThe candidate will be a strategic thinker and innovator who can see beyond current operations and define a compelling future state, have a strong work ethic, be a self-starter, and be highly productive in a dynamic and collaborative environment. The candidate will be expected to have the following key attributes:
  • 7-10 years demonstrated success leading strategic transformation, process redesign, or operating model evolution.
  • Experience identifying and advancing AI, automation, or digital innovation opportunities in a business setting.
  • A thought leader who can translate innovation into practical business value
  • Strong executive presence with the ability to influence leaders and cross-functional partners at multiple levels in a highly matrixed environment
  • Proven capability managing teams through change
  • Strong executive communication skills, including the ability to distill complex ideas into clear narratives, presentations, and leadership updates.
Preferred Qualification
  • Experience with Aetna Quoting Center (AQC) and Configure Price Quote (CPQ) applications.
  • PMP Certification
  • Knowledge of medical and pharmacy benefits
  • Attention to detail
Education
  • Bachelor's degree preferred or equivalent combination of education and relevant professional experience.

Pay Range

The typical pay range for this role is:

$100,000.00 - $231,540.00


This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above. This position also includes an award target in the company's equity award program.
