The role of an Engineer III - Quality Assurance at IEHP is to Lead Quality Assurance efforts on the implementation of large complex third-party software products / homegrown software products across the organization and provide Quality Assurance support to various departments in IT. This position leads testing efforts within an agile team and executes all levels of testing (Functional, API testing, Data Validation, Integration, and Regression). The incumbent is responsible for interfacing with end users to understand requirements (Business Analysis) and ascertain areas of improvement, such as cost reduction solutions and automation solutions. The Engineer III - QA performs ETL tests which require strong PL/SQL Skills and Data warehousing knowledge.

  1. Assume QA lead role on IT projects and production support releases. Lead and mentor other Quality Assurance resources.
  2. Develop QA test strategies and test plans suitable for a variety of IT projects. Develop test cases, test scenarios, and test criteria to effectively test configured software and custom-developed IT applications. Perform functional ‘black box’ testing of IT applications to identify issues and defects. Develop and run automated test scripts and evaluate results. Facilitate and performs application 'stress testing.' Perform regression testing on existing applications.
  3. Collaborate with Project Sponsors to develop test strategies and plan for large/complex projects, making recommendations, and ensuring that project risks are mitigated.
  4. Lead discussions with business users to develop function application requirements and detailed system requirements to IT Team Members, project Team Members, and other project managers and analysts.
  5. Maintain libraries of application requirements, specifications, test cases, defect logs, and test results.
  6. Lead the coordination of user acceptance testing (UAT) with business partners, ensuring that proper UAT is performed.
  7. Develop and maintain user instructions, operational instructions, process documentation, and program documentation according to IT group standards.
  8. Collaborate with IEHP System Security Administrator to ensure security standards are followed and PHI data is not at risk of being compromised.
  9. Develop functional and detailed system requirements to ensure comprehensive and complete testing of applications.
  10. Develop SQL reports to investigate data-related issues.
  11. Perform root-cause analysis on issues and defects and works towards developing solutions. Work directly with project teams to effectively communicate and prioritize known issues and defects.
  12. Perform any other duties as required to ensure Health Plan operations and department business needs are successful.

Education & Requirement

  • Seven or more (7+) years of Quality Assurance experience in IT software development environments
  • Two or more (2+) years of experience with requirements development and documentation, and direct experience leading IT QA efforts
  • Current or prior working experience with test automation tools like Selenium, Cucumber, etc.
  • Three or more (3+) years of direct experience supporting complex applications and/or technology projects which included custom systems development, implementation of commercial software products, system integrations, infrastructure upgrades, and complex organizational change initiatives
  • Bachelor's degree in Information Technology, Mathematics, Business Administration, or Healthcare from an accredited institution required
    • In lieu of the required degree, a minimum of four (4) years of additional relevant work experience is required for this position. This experience is in addition to the minimum years listed in the Experience Requirements above

Key Qualifications

  • Expert comprehensive knowledge and understanding of:
    •  IT technology including SDLC methodologies, system integration, data mapping, QA processes, relational databases, and development processes.
    • SQL Query Writing
    • Test automation tools and processes
    • Process improvement methodologies such as LEAN, Six Sigma, TQM, and/or other applicable methodologies
    • Programming languages like .Net
    • Evaluating the organization's technical infrastructure for security issues
    • Healthcare industry -standard message EDI formats like HL7(ADTs, Orders, Charges), X12 (837/835, 270/271, 276/277), NCPDP, HIPPA, and other applicable formats
    • C# development a plus
  • Proficiency with Microsoft PC desktop applications including Excel, Word, Project, and Visio. Excellent analytical and problem-solving skills. Excellent organizational skills. Excellent written and oral communication skills. Excellent listening and interpersonal skills. The ability to build and maintain Automation scripts. Ability to lead and mentor other Quality Assurance resources.
