Ares Enterprise is seeking a highly motivated Business Analyst / Project Manager to lead business process analysis, requirements management, Agile project delivery, and ServiceNow application development initiatives supporting Federal Government clients.

The Business Analyst / Project Manager will serve as the functional lead for a three-person Agile development team and act as the primary liaison between stakeholders, product owners, executive leadership, and technical personnel. This position is responsible for translating business requirements into technical solutions, managing project execution, overseeing application development activities, and ensuring successful delivery of high-quality products that improve operational efficiency and mission outcomes.

The successful candidate will support ServiceNow platform modernization, custom application development, process automation, governance initiatives, reporting solutions, and continuous improvement efforts utilizing Agile and DevSecOps methodologies.


Essential Duties and Responsibilities
  • Lead and supervise a team of three (3) software development professionals, providing task prioritization, workload management, mentoring, and quality oversight.
  • Facilitate stakeholder meetings, requirements workshops, discovery sessions, and business process reviews.
  • Gather, analyze, document, and validate business, functional, and technical requirements.
  • Develop user stories, acceptance criteria, process flows, workflow diagrams, and business requirements documentation.
  • Manage project schedules, milestones, deliverables, risks, issues, dependencies, and resource planning.
  • Facilitate Agile ceremonies including sprint planning, backlog refinement, sprint reviews, and retrospectives.
  • Coordinate activities between business stakeholders, developers, architects, testers, security personnel, and Government representatives.
  • Monitor project performance and prepare executive-level status reports, dashboards, presentations, and briefings.
  • Support ServiceNow platform enhancements, custom application development, testing, deployment, and production support activities.
  • Ensure compliance with project governance, security, quality assurance, and documentation standards.
  • Identify opportunities for business process improvement, automation, and modernization.
  • Support user acceptance testing (UAT), training, change management, and end-user adoption activities.
  • Develop and maintain project documentation, standard operating procedures, training materials, and technical artifacts.
  • Proactively identify and mitigate project risks while ensuring successful delivery of contract requirements.
Requirements:Required Qualifications
  • Bachelor's Degree in Business Administration, Information Systems, Computer Science, Project Management, Finance, or a related field.
  • Minimum seven (7) years of experience in Business Analysis, Project Management, Product Ownership, or Program Management roles.
  • Minimum five (5) years supporting Federal Government IT programs.
  • Experience leading software development or Agile delivery teams.
  • Experience managing requirements throughout the Software Development Lifecycle (SDLC).
  • Experience developing user stories, acceptance criteria, business process models, and workflow diagrams.
  • Experience managing project schedules, budgets, risks, and deliverables.
  • Strong knowledge of Agile, Scrum, Kanban, and DevSecOps methodologies.
  • Excellent written, verbal, presentation, and stakeholder engagement skills.
  • Proficiency with Microsoft Office Suite, Microsoft Project, Azure DevOps, Jira, or similar project management tools.
Preferred Qualifications
  • Project Management Professional (PMP) certification.
  • Certified Scrum Master (CSM) or PMI Agile Certified Practitioner (PMI-ACP).
  • ITIL Foundation Certification.
  • Lean Six Sigma Green Belt or higher.
Preferred ServiceNow Certifications
  • ServiceNow Certified System Administrator (CSA) – Preferred
  • ServiceNow Certified Application Developer (CAD) – Preferred
  • ServiceNow Certified Implementation Specialist (CIS) – Preferred
  • ServiceNow Certified Technical Architect (CTA) – Highly Desired
Preferred Experience
  • Experience supporting ServiceNow platform administration, governance, and application development.
  • Experience developing custom scoped applications using ServiceNow App Engine.
  • Experience with ServiceNow integrations, APIs, Flow Designer, Integration Hub, and workflow automation.
  • Experience supporting Federal financial management, grants management, acquisition, or enterprise business systems.
  • Experience supporting HHS, DoD, or other Federal civilian agencies.
  • Experience supporting FISMA, ATO, NIST 800-53, Privacy Act, and Zero Trust compliance initiatives.
Clearance Requirements
  • Must be able to obtain and maintain a Federal Public Trust (Tier 5) clearance.
  • U.S. Citizenship required.

  • Hybrid, Remote, or Government Site as required.
  • Occasional travel may be required.
