Position Description

Through direction from the EHS Director, the Chemical & Gas Safety Manager is responsible for developing, implementing, and maintaining company-wide programs for the safe storage, handling, use, and disposal of chemicals and compressed gases across QCi’s facilities in Arizona, New Jersey, Massachusetts, Illinois, North Carolina, Indiana, and California. This role requires deep subject matter expertise in semiconductor process chemicals and specialty gases — including pyrophoric, toxic, and corrosive materials — and encompasses chemical storage policy, hazardous waste management, fire code compliance, and emergency response readiness. The successful candidate will author the policies and procedures that govern chemical and gas operations company-wide and will serve as QCi’s primary technical resource for chemical and gas safety, ensuring all facilities meet applicable federal, state, and local regulations, including International Fire Code (IFC) and NFPA requirements. The role will be based at QCi’s photonics foundry in Tempe, AZ and travel to the other locations as needed with 25-30% travel expected.

Duties and Responsibilities

• Develop, implement, and maintain company-wide policies and procedures for chemical storage, handling, disposal, and transport, including hazard class segregation and compatibility requirements for flammables, corrosives, oxidizers, toxics, and pyrophoric materials.

• Own the specialty gas safety program, including gas cabinets, exhausted enclosures, cylinder storage and handling, gas distribution systems, restricted flow orifices, and cylinder changeout and purge procedures for pyrophoric (e.g., silane), toxic, corrosive, flammable, and inert gases.

• Manage continuous gas detection and monitoring programs, including sensor selection and placement, alarm setpoints, calibration and maintenance schedules, and alarm response protocols.

• Ensure compliance with International Fire Code (IFC) and NFPA requirements for hazardous materials — including control areas, maximum allowable quantities (MAQs), and the storage and use provisions of NFPA 55 and NFPA 400 — and serve as the primary technical liaison with fire marshals and local authorities having jurisdiction (AHJs).

• Develop and manage hazardous waste storage and disposal programs at all sites, including waste determinations, accumulation area management, labeling, manifesting, generator status compliance, and coordination with licensed disposal vendors in accordance with RCRA and applicable state regulations.

• Own the chemical approval process by reviewing new chemical and gas requests, assessing hazards, defining storage and handling requirements, and ensuring proper documentation before materials are approved and ordered.

• Maintain an accurate company-wide chemical and gas inventory database; conduct routine audits to verify on-site quantities against fire code limits, permit conditions, and reporting thresholds.

• Author and maintain written procedures for chemical and gas operations, including receiving, storage, dispensing and transfer, cylinder changeouts, and spill and release response.

• Develop and deliver training programs on chemical safety, compressed and specialty gas handling, hazardous waste management, and emergency response procedures.

• Support regulatory reporting and recordkeeping, including Tier II, TRI, hazardous waste generator reports, and state and local chemical reporting requirements (e.g., California HMBP).

• Support emergency response planning for chemical spills and gas releases, including drills and coordination with local fire departments and emergency responders.

• Lead or support incident investigations involving chemicals or gases, including root cause analysis and implementation of corrective and preventive actions.

  • Support Chemical waste disposal process, if needed.

• Partner with site leaders, facilities, and process engineering teams to evaluate new equipment, processes, and chemistries for EHS impacts prior to introduction.

Required Skills and Experience

• Bachelor’s degree in Chemistry, Chemical Engineering, Environmental Science, or a related science or engineering discipline.

• 5+ years of EHS experience with an emphasis on chemical and gas safety in a semiconductor, photonics, or microelectronics manufacturing environment.

• Direct experience with pyrophoric gases (e.g., silane), toxic and corrosive specialty gases, and semiconductor process chemicals, including hydrofluoric acid.

• Working knowledge of International Fire Code (IFC) and NFPA hazardous materials requirements, including NFPA 55 (Compressed Gases and Cryogenic Fluids Code) and NFPA 400 (Hazardous Materials Code).

• Hands-on experience with hazardous waste management under RCRA, including accumulation, labeling, manifesting, generator status requirements, and vendor coordination.

• Demonstrated experience writing EHS policies, procedures, and technical work instructions.

• Experience with gas detection and monitoring systems, including calibration and alarm response.

• Familiarity with chemical inventory management systems and quantity threshold tracking.

• Ability to wear and operate respiratory protection and other personal protective equipment (PPE), if needed.

• Strong organizational skills with attention to detail in recordkeeping and regulatory documentation.

• Effective communication skills with the ability to work collaboratively across departments and influence safe practices at remote sites.

• Ability to travel 25-30% to QCi locations.

• Proficiency with Microsoft Office Suite and EHS management software.

• U.S. citizenship required.

Preferred Qualifications

• CHMM, CSP, or CIH certification.

• 40-hour HAZWOPER certification or equivalent emergency response training.

• Experience obtaining and maintaining hazardous materials permits and interfacing with fire departments and AHJs, including experience with HPM facility requirements.

• Experience with toxic gas monitoring system (TGMS) design, installation, or administration.

• DOT hazardous materials shipping training (49 CFR).

• Familiarity with Cal/OSHA and multi-state regulatory frameworks.

• Experience working in cleanroom manufacturing environments.

• Familiarity with Compressed Gas Association (CGA) standards and participation in semiconductor EHS industry organizations (e.g., SESHA).
