Job description

Our Project Management Office is currently looking to add a PMO Process Specialist to our growing team, based in Calgary, AB; Edmonton, AB; or Vaughan, ON.

Reporting to the Director, PMO, we are seeking an experienced process development professional with a strong background in construction or EPC project delivery to design, document, and drive the adoption of the standards and frameworks that define how Valard executes projects. This is a builder role - you will be creating rigorous, field-ready processes from the ground up across multiple workstreams, working closely with Operations, Project Controls, Estimating, Contract Management, Finance, Procurement, and HSEQ teams to establish repeatable, scalable standards for project delivery.

Duties and Responsibilities

Process Development & Documentation

  • Develop PMO procedures, standards, and reference documents - including SOPs, work instructions, templates, checklists, and guides - across all phases of the project delivery lifecycle
  • Research, benchmark, and adapt industry best practices into fit-for-purpose processes for a field-oriented utility construction environment
  • Design end-to-end process workflows that define roles, responsibilities, inputs, outputs, and decision gates for cross-functional activities
  • Create role-based reference guides, responsibility matrices, and decision frameworks that clarify accountabilities across project types and service lines
  • Maintain the PMO document governance framework, including numbering conventions, version control standards, and the master document register
  • Continuously review and improve existing processes based on project feedback, lessons learned, and evolving organizational needs

Stakeholder Engagement & Change Management

  • Drive adoption of PMO processes across Operations, Estimating, Contract Management, and project delivery teams
  • Facilitate workshops, working sessions, and reviews with subject matter experts to validate process designs and build buy-in prior to rollout
  • Develop training materials, quick-reference guides, and onboarding content to support process adoption
  • Manage the communication and rollout of new procedures, anticipating resistance and tailoring messaging to different audiences across field and corporate functions
  • Build trust and credibility across the organization through practical, useful deliverables rather than bureaucratic overhead

PMO Operations Support

  • Support the Director of PMO in maintaining and evolving the PMO's document library, templates, and standards in alignment with Quanta Services corporate expectations
  • Contribute to PMO reporting, including progress on initiative delivery and adoption metrics
  • Provide process advisory support to active projects as needed, particularly during mobilization and critical gate reviews
  • Support pre-bid and pursuit-stage activities where PMO-governed processes apply, including risk assessments and handover readiness

Requirements

  • Post-Secondary education in Engineering, Construction Management, Business, or a related discipline
    • An equivalent combination of relevant education and experience may be considered
  • 5 years of experience in process development, PMO operations, project management, or project controls within construction, energy, utilities, or infrastructure
  • Solid understanding of project delivery lifecycles in a construction or EPC environment (pursuit, estimating, mobilization, execution, closeout)
  • Strong technical writing skills with the ability to produce clear, professional documentation that field teams will actually use
  • Demonstrated ability to build processes and procedures from scratch and drive adoption in organizations with varying levels of maturity
  • Proficiency with Microsoft 365, particularly SharePoint, Word, Excel, PowerPoint, and Visio

Preferred Skills / Qualifications

  • PMP, CAPM, or equivalent project management certification
  • Experience in utility construction (transmission lines, substations, distribution, telecom, or BESS)
  • Familiarity with InEight, JDE, or similar estimating or ERP platforms
  • Experience working within a large-scale infrastructure contractor

This position offers a base salary range of $95 000 - $125 000 annually, depending on experience and qualifications.
