Job description

Our Operation Services group is currently looking to add a Project Controls Integration Lead to our Project Controls & Analytics team, based in Edmonton, AB.

Reporting to the Director, Project Controls and Analytics, we are seeking an experienced project controls professional with deep expertise in labour and equipment rate development to own Valard's corporate labour rate library and support the maintenance, implementation, and governance of the Project Controls Framework. This role acts as the bridge between Fleet, Estimating, and Business Partners across business lines, ensuring accurate rates and consistent controls standards flow through every phase of the project lifecycle.

Duties and Responsibilities
  • Labour Rate Ownership: Own the buildup, maintenance, and governance of Valard's corporate labour rate library, including force account rates and fully burdened labour rates for both union and nonunion scenarios.
  • Equipment Rate Custodianship: Receive equipment rates built by the Fleet team and house them centrally; serve as the bridge between Fleet and Estimating to ensure accurate, current rates flow into bid and forecast processes.
  • Union Agreement Analysis: Conduct analysis around specific collective agreements to support rate development, bid strategy, and project execution decisions.
  • Project Controls Framework - Maintenance, Implementation & Governance: Support the ongoing maintenance, implementation, and governance of Valard's Project Controls Framework. Keep the standards, tools, and templates current as the business evolves, and drive consistent application across business lines in alignment with the PMO.
  • Lifecycle Transition Stewardship: Govern the key lifecycle handoffs - estimating to budget setup, budget to tracking and execution, execution to closeout, and closeout back into estimating - ensuring each transition is consistently applied across business lines.
  • Budget Setup & Project Closeout: Support the corporate processes for budget setup at project award and project closeout at completion. Perform the work directly where appropriate and support Business Partners in execution.
  • Estimating Feedback Loop: Ensure project performance data is systematically captured at closeout and routed back into estimating to improve future bid accuracy and rate calibration.
  • Business Partner Support: Support Business Partners in applying the Project Controls Framework consistently across business lines; act as the corporate point of reference for framework, rate, and lifecycle questions.

Requirements

  • Post-Secondary Education in a related field (Construction Management, Engineering, Finance)
  • 7 years of experience in project controls, cost engineering, or estimating within the construction industry
    • an equivalent combination of relevant education and experience may be considered
  • Demonstrated experience maintaining or governing project controls frameworks or process standards at an organizational level
  • Advanced Excel proficiency and experience with project controls and estimating software (InEight, JDE, Ecosys, Primavera, or MS Project)
  • Ability to translate complex rate and lifecycle concepts into clear, executable standards and work cross-functionally across multiple teams

Preferred Skills / Qualifications

  • Rate development experience including force account, equipment, and fully burdened labour rates
  • Familiarity with collective agreements and union labour structures
  • Experience with reporting and analytics platforms such as Power BI or Incorta
  • PMP, CCP (AACE), or other relevant certification
