Job description
Purpose This position administers the operations, maintenance, field services, and environmental compliance functions of the Stormwater Management Department. The position leads the City's proactive and responsive stormwater maintenance work program, including drainage system cleaning, ditch and canal maintenance, catch basin and pipe maintenance, pump station and tide gate reliability, customer concern investigation, field crew deployment, and maintenance-related level-of-service improvements supported by the Stormwater Utility. Ensures compliance with the City's NPDES MS4 Permit, evaluates drainage system infrastructure, manages the division's budget, and supports administrative and emergency response needs.
Essential Job Functions Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals. Coordinates, assigns, and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed. Manages the day-to-day operations, maintenance, and field services of the stormwater drainage system, including ditches, canals, pipes, catch basins, inlets, culverts, pump stations, tide gates, detention ponds, and related infrastructure.
Develops, implements, and monitors proactive maintenance programs, maintenance zones, cleaning schedules, inspection cycles, and field service priorities to improve drainage system function and reduce recurring flooding and service complaints. Investigates customer concerns, claims, complaints, and comments by reviewing work orders, inspecting sites, coordinating with field staff, and following up directly with citizens to ensure issues are resolved promptly and appropriately; maintains records of investigations and outcomes to support transparency and continuous service improvement. Tracks and reports maintenance-related performance measures and level-of-service outcomes, including work order response, completion times, proactive maintenance activities, repeat complaint locations, pump station reliability, ditch and canal maintenance, and other Stormwater Utility-funded service delivery improvements.
Coordinates with the Stormwater CIP, Engineering, Infrastructure Assets, and Stormwater Utility Program Division Director to identify recurring maintenance issues that may require capital improvement, engineering review, drainage basin study, rehabilitation, utility-funded project prioritization, or customer communication. Develops and enforces department policies, procedures, standard operating procedures, safety practices, and field operating standards for stormwater maintenance and operations activities. Supports the National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) permit and ensures assigned operational, inspection, maintenance, pollution prevention, and documentation activities are completed in support of program compliance.
Evaluates the existing system for necessary rehabilitation; prioritizes operational needs and implements maintenance or rehabilitation projects for stormwater drainage systems, catch basins, piping, ditches, canals, pump stations, tide gates, and related infrastructure. Evaluates drainage system performance deficiencies; recommends system improvements including hydraulics, controls, maintenance practices, field procedures, staffing, equipment, and technologies to enhance operations; implements stormwater treatment and pollution prevention programs as assigned. Applies new technology, including Survey123, GIS, CityWorks, CMMS tools, pump station components, pumps, bar screens, controls, and high-voltage electrical systems to improve field operations, maintenance tracking, and infrastructure reliability.
Coordinates and consults with stormwater engineers, contractors, engineering consultants, CIP staff, utility program staff, and department personnel concerning construction, rehabilitation, maintenance, emergency response, and system performance issues. Assists with the development and administration of the annual division budget; identifies staffing, equipment, vehicle, contractual service, commodity, and technology needs necessary to deliver enhanced maintenance and field service levels. Develops technical specifications for purchases; serves as liaison between divisions and vendors; develops purchasing specifications for equipment, materials, maintenance contracts, repair services, and operational needs.
Coordinates with 311, Customer Service, Utility Services, neighborhood representatives, elected officials, and other City departments on resident concerns, public requests, stormwater maintenance issues, and service delivery updates. Supports public communication by providing maintenance schedules, status updates, field observations, before-and-after information, and service delivery data for customer responses, website updates, presentations, public meetings, and annual or periodic Stormwater Utility reporting. Directs field response before, during, and after severe weather, tropical storms, hurricanes, tidal flooding, and other emergency events; coordinates debris removal, pump station operations, damage assessment, service requests, and post-storm documentation.
Promotes safe work practices, equipment readiness, workforce training, crew accountability, and compliance with applicable City, OSHA, environmental, traffic control, and field safety requirements. Performs other related duties as assigned. Minimum Qualifications Requires a Bachelor's Degree in Civil Engineering, Construction Management, Environmental Science, Public Administration, Business Administration, or a closely related field; with five or more years of increasingly responsible experience in stormwater management, public works operations, infrastructure maintenance, construction management, environmental compliance, or related utility operations, including a minimum of two years in stormwater management; or any equivalent combination of education, training, and experience.
Must possess a Commercial Pesticide Applicator License or obtain a license within six (6) months of employment. Must possess and maintain a valid state driver's license with an acceptable driving history. Preferred experience includes supervision of field crews; stormwater pump station, ditch, canal, pipe, inlet, and culvert maintenance; work order system management; CMMS/CityWorks or comparable asset management systems; MS4 permit support; emergency response; and development of maintenance performance measures or level-of-service reporting.
Additional Requirements Background investigation, including supervised drug screen, post offer/pre-employment medical screen; and verification of education, certifications, and licenses required prior to employment. Knowledge of construction and engineering design methods. Knowledge of civil construction techniques, mechanical systems, electrical systems, pump station operations, tide gates, drainage conveyance systems, and fluid hydraulics. Knowledge of stormwater maintenance methods, ditch and canal maintenance, pipe and inlet cleaning, culvert maintenance, vegetation management, pump station maintenance, and field crew operations.
Knowledge of MS4/NPDES permit concepts, pollution prevention, stormwater best management practices, and applicable local, state, and federal stormwater regulations. Knowledge of work order systems, asset management systems, Survey123, GIS, CityWorks, CMMS tools, spreadsheets, databases, and modern office equipment. Knowledge of occupational hazards, safety practices, traffic control, personal protective equipment, emergency response procedures, and equipment operation related to stormwater field work.
Skill in developing short- and long-range operational and maintenance plans. Skill in establishing priorities and organizing work. Skill in human resource management.
Skill in the training and supervision of personnel. Skill in analyzing work orders, field conditions, inspection data, maintenance records, resident complaints, and system performance issues to develop practical operational recommendations. Skill in public and interpersonal relations. Skill in oral and written communication, including the ability to explain maintenance issues, service delivery constraints, and operational decisions to residents, public officials, and non-technical audiences. Ability to manage multiple priorities during normal operations and emergency events.
Ability to establish and maintain effective working relationships with City staff, residents, elected officials, consultants, contractors, vendors, regulatory agencies, and community stakeholders. Minimum Standards SUPERVISORY CONTROLS: Work is performed under the general direction of the Stormwater Management Senior Director. The work is reviewed through conferences, reports, work order outcomes, maintenance performance measures, field observations, customer service outcomes, and observation of department activities.
GUIDELINES: Guidelines include federal, state, and local regulations; contract specifications; equipment manuals; the City stormwater ordinance; MS4 permit requirements; field safety requirements; emergency response procedures; engineering best practices; maintenance standards; and management best practices. These guidelines require judgment, selection, and interpretation in application. COMPLEXITY: The work consists of varied operations, maintenance, field services, supervisory, customer response, emergency response, and environmental compliance duties.
Considerable analytical ability is needed to select, evaluate, and interpret data from several sources; interpretation of guidelines, policies, and procedures is required. High public visibility, severe weather events, aging infrastructure, competing service requests, and the need to deliver measurable maintenance improvements supported by the Stormwater Utility contribute to the complexity of the position. SCOPE AND EFFECT: The purpose of this position is to administer the day-to-day operations, maintenance, field services, and assigned compliance functions of the Stormwater Management Department.
Participating with others within and outside of the community/agency in program development, service delivery, and supervision of subordinate staff has a moderate to serious impact. Successful performance in this position results in improved drainage system function, responsive customer service, enhanced maintenance delivery, regulatory compliance, and efficient and effective department operations.
