Position Summary

The Offshore Safety Representative is responsible for promoting and maintaining a safe work environment for personnel performing offshore construction, maintenance, crane, rigging, mechanical, and related operations. This position provides onsite safety oversight, monitors compliance with company and customer safety requirements, conducts inspections and safety meetings, and works closely with offshore supervision and employees to identify and correct unsafe conditions and behaviors.

The Offshore Safety Representative serves as a safety resource to offshore personnel while supporting operational needs and ensuring work is performed in accordance with applicable regulatory requirements, company policies, customer procedures, and industry best practices.

Essential Duties and ResponsibilitiesSafety Oversight

• Provide daily onsite safety support for offshore operations and projects.
• Monitor work activities to ensure compliance with company, customer, and regulatory safety requirements.
• Identify unsafe conditions, behaviors, and work practices and ensure appropriate corrective action is taken.
• Exercise Stop Work Authority when an immediate safety concern or hazardous condition exists.
• Work closely with Superintendents, Supervisors, Foremen, and customer representatives to address safety concerns.
• Promote a positive safety culture and encourage employee participation in safety programs.
• Serve as a resource for employees regarding safety procedures, requirements, and safe work practices.

Job Safety Analysis & Pre-Job Planning

• Participate in and review Job Safety Analyses (JSAs/JHAs) prior to work beginning.
• Ensure hazards associated with each task are properly identified and appropriate controls are implemented.
• Verify employees understand the scope of work, identified hazards, and required controls.
• Participate in pre-job meetings and toolbox/safety meetings.
• Ensure JSAs are updated when job conditions, personnel, equipment, or scope of work change.

Inspections & Audits

• Conduct routine safety inspections of work areas, equipment, tools, and employee work practices.
• Perform documented safety observations and audits as required.
• Inspect fall protection equipment, personal protective equipment, ladders, scaffolding, rigging areas, and other safety-sensitive equipment or work areas.
• Monitor housekeeping and ensure walkways, work areas, and emergency access routes remain clear.
• Document deficiencies and follow up to verify corrective actions are completed.

Permit-to-Work & High-Risk Activities

• Assist with monitoring Permit-to-Work requirements for applicable offshore activities.
• Verify appropriate controls are in place for activities including:
  • Hot work
  • Confined space entry
  • Working at heights
  • Lockout/Tagout (LOTO)
  • Crane and rigging operations
  • Material handling
  • Energy isolation
  • Line breaking
  • Simultaneous operations (SIMOPS)
• Confirm required PPE and safety equipment are available and properly utilized.

Incident Reporting & Investigation

• Immediately report incidents, injuries, near misses, property damage, and environmental concerns according to established procedures.
• Participate in incident and near-miss investigations.
• Assist with identifying root causes and contributing factors.
• Document findings and assist management with developing corrective and preventive actions.
• Track assigned corrective actions through completion when required.
• Communicate lessons learned and safety alerts to offshore personnel as appropriate.

Safety Meetings & Training

• Conduct or participate in daily safety meetings, toolbox talks, and pre-job meetings.
• Provide safety orientations for employees and contractors when required.
• Assist with onsite safety training and refresher training.
• Verify personnel possess required training and qualifications for assigned tasks when applicable.
• Communicate safety alerts, lessons learned, procedural changes, and customer requirements to employees.

Emergency Preparedness

• Understand and support offshore emergency response procedures.
• Participate in emergency drills, including man-overboard, fire, evacuation, and abandon-platform drills as required.
• Ensure employees understand muster locations, emergency alarms, evacuation routes, and emergency responsibilities.
• Assist offshore supervision during emergency situations as directed.

Documentation & Reporting

• Maintain accurate safety records and documentation.
• Complete daily safety reports, observations, inspection forms, and other required documentation.
• Maintain records of JSAs, safety meetings, audits, incidents, corrective actions, and training as required.
• Communicate significant safety concerns and trends to management.
• Provide project or hitch safety summaries when requested.

Qualifications

• High school diploma or GED required.
• 2+ years experience required
• Previous safety experience in offshore oil and gas, marine construction, industrial construction, crane operations, mechanical services, or a related environment preferred.
• Working knowledge of OSHA requirements and offshore safety practices.
• Knowledge of JSAs/JHAs, Permit-to-Work systems, LOTO, fall protection, confined space, hot work, and crane/rigging safety.
• Ability to identify hazards and recommend practical corrective actions.
• Strong verbal and written communication skills.
• Ability to communicate effectively with field employees, supervisors, management, customers, and contractors.
• Strong documentation and organizational skills.
• Ability to work independently and make sound safety decisions in an offshore environment.
• Basic computer skills and ability to complete electronic safety reports and documentation.

Preferred Certifications

Depending on customer and project requirements, preferred certifications may include:

• OSHA 10-Hour or OSHA 30-Hour
• Safeland/SafeGulf
• PEC or equivalent offshore safety training
• TWIC
• First Aid/CPR/AED
• HAZWOPER
• Fall Protection
• Confined Space
• Rigging/Signal Person training
• BOSIET/HUET or equivalent offshore survival training when required

Physical & Offshore Requirements

• Must be able to work offshore on platforms, vessels, rigs, and other marine facilities.
• Must be able to work extended offshore schedules, including 12-hour shifts, nights, weekends, and holidays as required.
• Must be able to climb stairs, ladders, and elevated structures.
• Must be able to walk and stand for extended periods.
• Must be able to wear required PPE, including hard hat, safety glasses, gloves, hearing protection, fall protection, and personal flotation devices.
• Must be capable of working in outdoor environments involving heat, humidity, wind, rain, noise, and changing weather conditions.
• Must be able to travel by helicopter, crew boat, or other marine transportation as required.
• Must successfully complete applicable customer, offshore, and company training and medical requirements.
