Job description

Position Summary 

The Lead Control Room Operator is responsible for overseeing SCADA system operations related to the water system. This role ensures the efficient and reliable delivery of water throughout the service area by continuously monitoring system performance and making necessary operational adjustments at 20 pump stations (raw water, high-service, and in-system) and over 80 delivery points.

The Lead Control Room Operator also plans, and coordinates flow changes in collaboration with the Plant Operations Department to meet system demands. This position requires proactive system management, timely decision making, and effective communication to maintain operational stability and respond to changing conditions.

Additionally, the Lead Control Room Operator supports system optimization, ensures adherence to operational procedures, and promotes a safe and compliant working environment.

Job Responsibilities

  • Monitors water system conditions via SCADA and remotely/manually controls pumping operations and delivery point valve positions to maintain customers storage tank levels within desired ranges while ensuring pressures also remain within target ranges
  • Monitors SCADA communications to ensure reliable operation of radio and cellular transmission systems.
  • Trains and mentors new and existing operators on control room procedures and system operations.
  • Maintains control room organization and housekeeping standards.
  • Identifies system issues/malfunctioning equipment and coordinates dispatch of appropriate departments for response.
  • Tracks and updates work orders across departments and verifies operational functionality upon completion.
  • Communicates with plant operations management, supervisors, and operators to coordinate daily operations, validate processes, and manage flow changes.
  • Reports power outages to electrical providers for both on-site facilities and remote delivery locations.
  • Serves as a primary point of contact for management, city officials, and the public, maintaining a high level of professionalism and clear communication.
  • Complies with all safety guidelines, protocols, and personnel policies established by NTMWD.
  • Responds to emergency situations as directed by the supervisor.
  • Maintains accurate and detailed operational logs, pass-down reports, and required documentation.
  • Performs additional duties as assigned by the Control Room Supervisor.

Job Requirements

Education & Experience:

  • Must possess a high school diploma or GED. 
  • Five years of experience in water distribution (Credit given for college courses.) 
  • Texas Commission of Environmental Quality (or predecessor agency) Class B Water Operator's Certificate of Competency required. 

Knowledge, Skills & Abilities: 

  • Strong knowledge of water distribution operations, water hydraulics, SCADA systems, and communication networks, including monitoring, control, and basic troubleshooting.
  • Ability to interpret system data, identify discrepancies, and take appropriate corrective or escalation actions.
  • Strong problem-solving, critical thinking, and decision-making skills in high-pressure and time-sensitive situations.
  • Ability to manage multiple priorities, including system monitoring, work order tracking, and emergency response.
  • Effective communication skills, with the ability to coordinate across departments and interact professionally with management, city officials, and the public.
  • Ability to train, mentor, and support operators in control room procedures and system operations.
  • Knowledge of safety standards, regulatory requirements, and organizational policies related to utility operations.
  • Proficiency in maintaining accurate records, logs, and operational documentation with clarity and attention to detail.

Environmental and Physical Working Conditions 

Driving a District vehicle for business may be required. Employees required to drive as part of their job duties are responsible for maintaining a current, valid, and vehicle - appropriate driver' s license of their resident state.

This position requires minimum physical exertion with daily lifting requirements up to 20 pounds. Significant finger dexterity required. Activities may include carrying office materials, pulling and pushing file drawers and organizing paperwork. Duties are almost always carried out in an office environment. Equipment used includes a computer, printer, scanner, calculator, copier and telephone.
