Job Description:

Our client is seeking an experienced Director of Business Development to oversee business development strategy, capture efforts, proposal operations, and customer engagement initiatives. This individual will lead a collaborative team responsible for identifying new opportunities, managing pursuit activities, strengthening customer relationships, and supporting continued organizational growth.

This position offers the opportunity to enhance an already successful business development function by improving processes, developing strategic partnerships, and guiding complex federal pursuit efforts. Unlike traditional sales roles, success is measured through strategic planning, disciplined opportunity evaluation, collaboration, and long-term growth rather than individual sales quotas.

Key Responsibilities:

·        Develop and execute strategic business development initiatives that support organizational growth objectives

·        Build and manage a qualified pipeline of federal and commercial opportunities

·        Evaluate opportunities and lead capture planning, including go/no-go decisions and pursuit strategies

·        Direct proposal development activities for new business, contract renewals, RFIs, and other competitive submissions

·        Lead and mentor a team responsible for capture and proposal management functions

·        Foster strong relationships with federal customers, commercial partners, and strategic teaming organizations

·        Collaborate with operations, finance, executive leadership, and subject matter experts throughout the business development lifecycle

·        Utilize CRM and market intelligence tools to track pipeline activity, forecast opportunities, and measure business performance

·        Support implementation of business development initiatives across multiple regions through internal ambassador programs

·        Prepare and deliver presentations for executive leadership, customers, and external stakeholders

·        Monitor customer satisfaction and identify opportunities to strengthen long-term partnerships

·        Travel domestically up to 50% as business needs require

Qualifications:

·        Previous leadership experience in Business Development, Capture Management, or Proposal Management

·        Experience supporting federal government contracting environments strongly preferred

·        Knowledge of Department of Defense (DoD) and/or Federal Civilian contracting is highly desirable

·        Demonstrated success leading cross-functional pursuit teams

·        Experience managing customer relationships and strategic growth initiatives

·        Strong understanding of proposal development, contract renewals, and opportunity qualification

·        Experience using CRM platforms such as Salesforce and market intelligence tools such as GovWin or similar software

·        Excellent communication, presentation, and executive-level relationship-building skills

·        Ability to work independently while fostering collaboration across departments

·        Bachelor's degree in Business Administration or a related discipline preferred

·        Ability to attend meetings within the Washington, DC metro area and travel throughout the United States up to 50%
