Summary
This position is located in the Office of Disaster Recovery and Resilience (ODR&R) and reports to the Deputy Associate Administrator. The Director provides executive leadership for disaster programs, connecting survivors with loan and assistance resources to support recovery and preparedness.   • Serves as Director within ODR&R with responsibility for the integrity, implementation, and continuous improvement of loan processing systems and controls to ensure compliance with quality standards, prudent lending practices, and stewardship of public funds, including corrective actions in response to audits.
  • Leads the development and implementation of policies, criteria, guidelines, and standard operating procedures for SBA disaster loan programs and the Shuttered Venue Operators Grant (SVOG).
  • Monitors nationwide disaster activity, analyzes impact and recovery needs, and coordinates with the Chief Financial Officer (CFO) and partners to produce accurate data analytics, forecasts, and reports to support operational planning.
  • Provides strategic direction on operational and staffing requirements, including scalable and surge operations, to ensure efficient field deployment.
  • Directs coordination across SBA offices to align operations, strategic planning, and performance with Administrator priorities; establishes goals and assigns work to subordinate offices, ensuring accountability for results.
  • Reviews and analyzes proposed legislation affecting disaster lending and SVOG; supports implementation of new statutory requirements in coordination with ODR&R leadership, CFO, Office of General Counsel, and other stakeholders.
  • Oversees compliance with risk management practices, loan fund activity, recovery and recoupment efforts, and supports budget planning, supplemental funding requests, and personnel requirements.
  • Exercises delegated loan-making authority within established limits and ensures consistent application of lending policies balancing customer service, quality control, and fiscal responsibility.
  • Builds and maintains partnerships with SBA regional and district leadership and external stakeholders (federal, state, local, tribal, and private sector) to support disaster preparedness and program delivery.
  • Oversees management of the Processing Disbursement Center (PDC) facility in Fort Worth, TX, including space, procurement, budget, and administrative operations, ensuring compliance with federal and SBA requirements and cost efficiency.
  • Plans and implements disaster program closeout activities, including timelines and resource coordination.

There is NO requirement to prepare a narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Technical Qualifications (TQs).
TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.
TQ 1: Demonstrated executive-level experience leading large-scale loan or banking operations, including loan origination, servicing, disbursement and records management, with clear accountability for financial stewardship and surge-capable operations supported by modern lending platforms.
TQ 2: Demonstrated executive-level experience overseeing enterprise risk management for complex lending portfolios, including credit, fraud and operational risk, with strong data and records governance and strategic use of banking or lending technologies to ensure compliant and resilient, customer-focused delivery of loan programs.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.
There are five ECQs:
  • ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
  • ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
  • ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
  • ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
  • ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
