Summary
This position is located in the Small Business Administration, Performance Planning and CFO in Washington, D.C. The incumbent serves as the agency Budget Officer and senior technical authority on Federal budgeting and related financial planning matters for SBA, with responsibility for direction, management, and integration of all stages of the agency's budget formulation, presentation, and execution processes.

Duties
Help
As a/an Budget Officer at the GS- 0560-15, some of your typical work assignments may include:
Financial Analysis: Serves as technical authority on the Federal budget process and matters of budgetary law, regulation and policy for the agency.
Represents the agency on budget matters at high level conferences and meetings with representatives of Congress, Office of Management and Budget (OMB), other Federal agencies, state and local government.
Budget Administration: Directs the development, facilitation, coordination and implementation of a comprehensive budgetary program covering all phases of the budgetary process agency-wide including budget formulation, presentation, and execution.
Financial Management: Ensures the budgetary/programmatic process is accomplished in accordance with the Government Performance and Results Act (GPRA), implementation guidance, governmental laws, regulations, policies, and procedures to include Congressional mandates, the Federal Credit Reform Act, and Office of Management and Budget (OMB) Circular A-11.
Requirements Analysis: Leads the employees of the Budget function within the Performance, Budget and Evaluation Division by assigning works, directing the accomplishment of work, and reviewing and evaluating completed assignments and providing technical direction to employees on a daily basis.

Qualifications
GS-15: One year of specialized experience, equivalent to the GS-14 grade level in the Federal service, obtained in either the private or public sector: 1. planning, directing, and monitoring a broad, complex budgetary program involving budget formulation, presentation, and execution; and 2. overseeing the development and implementation of budgetary policies, programs, and systems in accordance with the Government Performance and Results Act (GPRA), government laws, regulations, policies to include the Federal Credit Reform Act and OMB Circular A-11; and 3. managing budget submissions to senior management of large organizations; authorizing expenditures of funds; and 4. preparing and presenting program and budget briefings; serving as the technical authority on budgetary matters; and 5. providing technical and administrative direction to others. These qualifications must be clearly referenced in your resume.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Generally, time in Non-Pay status as a federal employee is not creditable towards the specialized experience requirement listed above.
