Job Duties
The Assistant Director of Community and Legislative Affairs provides leadership and operational support for the Virginia Department of Corrections' legislative affairs, community engagement, stakeholder relations, and assigned administrative programs. This position works closely with the Director and agency leadership to advance strategic priorities, strengthen partnerships, and support effective communication with legislative, governmental, and community stakeholders.
Key Responsibilities include:
Lead legislative affairs activities, including monitoring and analyzing legislation, preparing executive briefings, coordinating legislative inquiries, and supporting legislative proposals.
Provide operational oversight of assigned programs and functions, monitor performance and compliance, and recommend process improvements.
Lead cross-functional projects and initiatives involving internal divisions and external stakeholders.
Build and maintain relationships with community organizations, advocacy groups, governmental agencies, elected officials, and other stakeholders.
Represent VADOC at meetings, public forums, community events, and stakeholder engagements.
Coordinate community outreach, stakeholder communications, and public information requests to promote understanding of VADOC programs and initiatives.
Support the Director with strategic planning, research, analysis, recommendations, and executive briefing materials.
Supervise and develop assigned staff, establish expectations, monitor performance, and foster a safe and productive work environment.
Serve as Acting Director, as designated, and perform other duties and special projects that support VADOC's mission and strategic priorities
Minimum Qualifications
Considerable knowledge of legislative processes, public administration, governmental affairs, stakeholder engagement, and public policy. Working knowledge of correctional operations, institutional and community corrections programs, and government relations practices.
Demonstrated ability to analyze legislation, prepare reports and recommendations, and communicate effectively with elected officials, executive leadership, staff, and external stakeholders. Strong organizational, project management, and interpersonal skills with the ability to manage multiple priorities simultaneously.
Ability to exercise sound judgment, maintain confidentiality, build collaborative relationships, and represent the agency professionally. Ability to communicate effectively both orally and in writing.
Ability to complete the Virginia Ethics Council Conflict of Interest (COI) filing within two (2) business days of hire and annually thereafter, in accordance with the Code of Virginia § 2.2-3100.
Ability to complete COI training within two (2) months of hire and every other year thereafter, as required by Code of Virginia § 2.2-3132.
Additional Considerations
Experience working with the Virginia General Assembly, state agencies, or governmental affairs programs.
Experience in corrections, public safety, criminal justice, or related governmental organizations.
Progressively responsible supervisory or management experience.
Experience coordinating public outreach, stakeholder engagement, or community relations initiatives.
Advanced knowledge in public administration, criminal justice, political science, communications, or a related field.
