Director of Accounting Operations

Job Responsibilities:

The Citadel, The Military College of South Carolina is seeking a Director of Accounting Operations position in the Financial Services office.  Performs complex, professional accounting duties in supervising payroll and accounts payable functions at the college. Responsible for external reporting to various entities. Directly supervises four employees and indirectly supervises the individual college departments submitting payroll and accounts payable information. This position requires the ability to direct the operation of two critical disbursement functions. This role will provide managerial activities with respect to the interaction of accounting systems and procedures throughout the institution while directly supervising the general ledger, accounts payable function, travel and related expense reimbursements, and other accounting operational matters within the Financial Services Office.

  • Supervises payroll function; coordinates with Human Resources, Information Technology Services and Budget Office regarding payroll processing and Banner timekeeping. Ensure the college follows federal and state regulations. Responsible for updating benefits tables with deduction and benefit rates.
  • Analyzes fringe benefits for taxability and add to employees' taxable income. Responsible for making sure that all payroll vendors and tax withholdings payments are completed in a timely manner. Has overall responsibility for checking benefits data entry into the system. Review, update and develop payroll policies and procedures. Develop improvements in payroll processes.
  • Supervise accounts payable function; coordinates with Information Technology Services, Budget Office, and Procurement offices regarding accounts payable processing, including travel related expense reimbursement.
  • Responsible for monitoring the purchasing card system, including development of audit procedures and supervision of the auditing process.
  • Ensure the college follows all federal and state regulations pertaining to accounts payable. Reviews, updates and develop accounts payable policies and procedures.
  • Reconcile all payroll liability and accounts payable accounts to include benefit statements.
  • Responsible for all fiscal year-end activities regarding payroll and accounts payable including preparing adjusting journal entries, reports for auditors, reconciliations for the financial statements, and footnotes.
  • Responsible for reporting requirements to various internal and external sources. Prepare quarterly and yearly federal, state, unemployment and retirement reports. Process W-2''s and 1099''s.
  • Provide Budget and Planning & Assessment offices information needed for various surveys. Completes the US Census Survey; prepares effort reports for federal grants. Respond to inquiries related to accounting operations and other accounting queries. (10%)
  • Monitor all scholarships, independent contractor and payroll payments to nonresident aliens. Prepare 1042''s and other applicable tax forms. 
  • Train accounting operations staff and other campus departments in matters related to accounting operations and financial services.
  • Reviews chart of account changes requests, manages Banner Finance security access, and ensure systems that interact with Banner Finance are feeding appropriately.

Minimum Qualifications:

  • Bachelor's degree in accounting, finance, business, or related field OR an associate's degree in accounting, business, or finance AND 8 to 10 years of payroll and accounts payable experience maybe a substitute.
  • Minimum of 5 years of payroll and accounts payable experience; minimum of 4 to 5 years of public accounting experience may be a substitute for accounting operations experience.    
  • Knowledge of payroll and accounts payable functions, including knowledge of state and federal regulations and laws of employment.    
  • Must have a strong accounting operations background.
  • Must have knowledge of the principles, practices, and theories of accounting and financial management.  
  • Must have supervisory skills commensurate with supervisory responsibilities and the ability to interact with personnel to resolve accounting and accounting operations related challenges.

Preferred Qualifications:

A CPA is preferred. A master's degree in accounting, finance or any business related field is an eligible substitute for CPA. Experience with Ellucian Banner is highly desired. A broader experience in fund accounting, investment/endowment accounting, cost accounting, grant accounting, accounts payable, accounts receivable, capital asset management and taxes is desirable.
