RESPONSIBILITIES AND DUTIES - Lead Instructional Systems Designer (ISD) / Project Manager | Technical Training and Development Division (TTDV) Instructional Design Staff Augmentation [WMATA0009008]

Oversee instructional systems design for all WMATA TTDV training programs; manage project timelines, coordinate multidisciplinary teams, ensure curriculum alignment with adult learning principles, evaluate training effectiveness, and lead quality assurance for deliverables.. Major Duties and Responsibilities:

Oversee Instructional Design Activities: Lead the end-to-end instructional design process, ensuring that all training materials are grounded in adult learning theory and aligned with Metro's requirements and technical competencies.

Ensure Alignment with Learning Objectives: Collaborate with SMEs and stakeholders to define clear, measurable learning objectives and ensure all instructional content supports desired performance outcomes.

Manage Project Timelines and Milestones: Develop and maintain detailed project plans, track progress against key milestones, and address risks or delays to ensure timely delivery of training products.

Engage in Proactive Stakeholder Communication: Maintain regular communication with stakeholders to provide project updates, gather feedback, and ensure alignment with strategic training goals and operational needs.

Conduct Quality Assurance Reviews: Implement and oversee quality assurance processes to review instructional materials for accuracy, consistency, accessibility, and instructional effectiveness before deployment.

Coordinate Cross-Functional Teams: Serve as the primary liaison between instructional designers, SMEs and multimedia developers to ensure cohesive collaboration and communication throughout the project lifecycle.

Monitor and Report on Project Performance: Provide regular updates to leadership on project status, resource utilization, and outcomes, using data to inform decisions and continuous improvement efforts.

Support Evaluation and Continuous Improvement: Guide the development and implementation of training evaluation strategies, analyze feedback and performance data, and lead efforts to refine and enhance instructional programs.

Project Management: Serve as the project manager and primary point of contact with Metro's COTR/Project Manager for the contract.

The ProSidian Learning Innovation Design Consulting Team will leverage relevant professional achievements, relevant experience (with a preference for transit, organizational change and productivity experience), their professional qualifications, resumes, certifications, and relevant skills to deliver the following:

Analyze training needs and performance gaps: The ProSidian Learning Innovation Design Consulting Team will be responsible for conducting comprehensive training needs assessments to identify performance gaps and learning requirements across various technical roles within the agency. Deliverables will include job and task analyses and clear, measurable learning objectives.

Design and develop NextGen learning materials: The ProSidian Learning Innovation Design Consulting Team will Create instructional content for multiple delivery formats-including instructor-led training (ILT), computer-based training (CBT), and blended learning. Deliverables will include detailed design plans, lesson plans, facilitator and participant guides, storyboards, and assessments that align with instructional best practices.

Evaluate training effectiveness: To ensure the effectiveness of training programs, The ProSidian Learning Innovation Design Consulting Team will develop and apply robust evaluation strategies based on established models such as Kirkpatrick's Four Levels. Deliverables will include analyses of leaner behavior and user experience data.

Provide subject matter expertise in instructional design methodologies: The ProSidian Learning Innovation Design Consulting Team will serve as a SME in instructional systems design, offering guidance on the application of adult learning theory, instructional design models (e.g., ADDIE, SAM), and emerging trends in learning and development. Deliverables will include the development of best practices for the integration of accessibility and equity standards.

Provide process engineering services: The ProSidian Learning Innovation Design Consulting Team will analyze, redesign, and digitize existing paper-based workflows. The objective is to improve efficiency, accuracy, and accessibility by transitioning to digital systems aligned with organizational goals while ensuring stakeholder adoption and sustained change.

  • The ProSidian Learning Innovation Design Consulting Team will submit all required deliverables, as outlined in this Statement of Work (SOW), to The Client's COTR/Project Manager for review and approval.
