About the Organization

The Greater Philadelphia Growth Partnership is a business-led, cross-sector effort to grow quality jobs and strengthen economic competitiveness and opportunity across Southeast Pennsylvania. Launched in May 2026, the Partnership unites economic and workforce development leaders from Bucks, Chester, Delaware, Montgomery, and Philadelphia counties around a shared, data-driven regional growth strategy to coordinate priorities, investments, and action.

Position Summary

The primary purpose of this position is to provide strategic direction and operational leadership for the Greater Philadelphia Growth Partnership’s efforts focused on attracting, expanding, and retaining international businesses in the Greater Philadelphia region. The Director of International Engagement will report directly to the Vice President of Business Attraction & Expansion.

The Director of International Engagement will play a critical role in creating new jobs, increasing capital investment, and supporting the Partnership’s mission.

Key Responsibilities
  • Lead and develop the international business development strategy for the Partnership, aligned with the region’s opportunity industries, including biomedical engineering and production, precision manufacturing in industrial technologies, and enterprise digital solutions.
  • Identify and actively recruit international companies to relocate or establish a presence in the region and coordinate with state and local partners on international prospects.
  • Oversee and execute the international project portfolio from initial lead generation and RFI responses to site tours and location decisions.
  • Build and manage high-level partnerships with corporate decision-makers, government leaders, consular corps, trade offices, international Chambers, international incubators and accelerators, and other cross-border individuals and entities.
  • Identify high-priority international partners to establish formalized partnerships with, in the form of MOU’s and soft-landing programs, that lead to reoccurring international engagements.
  • Actively market the region at international business attraction missions, conferences and trade shows.
  • Identify and partner with existing local foreign-owned companies to support their local expansion and retention needs.
  • Leverage the Partnership’s member and investor network for international business attraction, expansion and retention efforts that are mutually beneficial to both our network and international prospects.
  • Provide guidance to the Research and Marketing teams to drive the Partnership’s international business attraction, expansion and retention efforts and for sector specific initiatives.
  • Serve as a public representative of the Partnership at government and community events.
  • Manage internal and external groups of staff and stakeholders to support the above with a focus on resource identification and development, integration of efforts, and engagement to achieve defined outcomes.
Qualifications Required
  • 10+ years of relevant professional experience.
  • Bachelor’s degree or higher with emphasis in related area (e.g., International Relations, Political Science, Business Administration, Economic Development)
  • Experience overseeing and executing a multi-year program of work, planning and executing meetings that produce tangible outcomes and managing a team of professionals.
  • Demonstrated experience in closing international investment projects and building high-level relationships with C-suite executives.
  • Ability to organize and facilitate constructive idea generation among diverse groups.
  • This position occasionally requires international travel; a valid passport is necessary for work authorization.
  • Proficiency with Microsoft 365 and related productivity and collaboration tools, including artificial intelligence tools to support efficiency and productivity
Preferred
  • Experience in economic development, commercial real estate, and business development preferred.
  • Experience with one or more of the Partnership’s opportunity industries (e.g., Biomedical Engineering and Production, Precision Manufacturing in Industrial Technologies, and Enterprise Digital Solutions) is a plus.
  • Knowledge of the Greater Philadelphia region and its business and political community and/or understanding of the region's economic landscape.
  • Background in inclusive growth, workforce development, innovation ecosystems, or infrastructure policy.

This position is funded by the Greater Philadelphia Growth Partnership (GPGP) and supports its strategic priorities; however, employment is with the Chamber of Commerce for Greater Philadelphia. All employment policies, practices, benefits, and conditions are administered by the Chamber.

The Chamber of Commerce for Greater Philadelphia serves an 11-county region spanning southeastern Pennsylvania, southern New Jersey, and northern Delaware. As part of GPGP's economic growth efforts, this role will support business attraction and regional competitiveness initiatives on behalf of the Greater Philadelphia region. The successful candidate will be expected to develop a strong understanding of the tri-state economy, key industry sectors, regional assets, and the public- and private-sector partners that contribute to the region's growth and success.

This hybrid role requires a minimum of two core in-office days per week. Occasional travel throughout the 11-county Greater Philadelphia region is expected for meetings, events, partner engagement activities, and business development initiatives. Out-of-region travel is also required up to approximately 20%.

  • The salary range for this position is$80,000-$100,000 (commensurate with experience) annually, plus the opportunity to earn an additional performance-based bonus.
