Job Responsibilities
The Director of Informatics provides oversight and leadership for the planning, development, and execution of activities for the Office of Public Health Informatics (OPHl)/Georgia Department of Public Health. The Director serves as a member of the Department's Data Management Team. The Director is accountable for ensuring the overall operational performance, reliability and integrity of multiple software applications, including ancillary applications that are integrated with diverse computer systems. The Director works closely with department IT leaders and managers, at both the state and local public health levels, agency directors, and other critical stakeholders for the establishment of stable and secure integrated system solutions, ongoing maintenance and support of these systems, and the evaluation and deployment of emergent and new technologies. The OPHI has over eight fulltime and contract employees working on multiple projects agency wide.
Additionally, the Director is knowledgeable in application implementation, planning, priority setting, resource allocation and project execution with consistency of on-time and well-planned project implementations. The Director is experienced and has expertise in overseeing day-to-day operations including issues and enhancement requests for a variety of data solutions. The Director is responsible for effectively leading, directing, supervising, training and evaluating staff for successful operational performance and project excellence.
  • Develop overall data strategy for Georgia Department of Public Health and ensure alignment with strategic plan and initiatives.
  • Advise Georgia Department of Public Health directors and program managers on innovative approaches for using information, data and analytics to solve business performance management challenges on existing and emergent public health priorities
  • Collaborate with our District colleagues to identify business priorities and determine how data and analytics can be applied to support these priorities..
  • Make strategic decisions on the use of Data and Information Sciences techniques in solving critical business problems on existing and emergent public health issues.
  • Own, develop and manage the data investment portfolio tied to business value/benefit goals.
  • Collaborate with IT and data sciences professionals doing the planning, design and development of data-centric solutions using agile delivery techniques.
  • Support the development of value driven roadmaps for enterprise data and information platforms.
  • Hire, train and develop staff.

Minimum Qualifications
Minimum Qualifications
Bachelor's degree or greater in Information Technology, Mathematics, Decision Sciences, Business or equivalent is required
Required Experience and Skills:
  • Minimum 8 years of experience working with business leadership and leading multidisciplinary project teams
  • Experience with life sciences, health care industry with a familiarity with Government and Public sector
  • Extensive understanding of the analysis, design, hands-on development and delivery of data centric solutions.
  • Ability to manage multiple concurrent projects and motivate professional staff. Strong analytical and problem -solving skills.
  • Demonstrated aptitude for learning new informatics systems and technologies. Broad knowledge of data processing systems and concepts.

Preferred Experience and Skills:
  • Master' s degree or greater in Information Technology, Mathematics, Decision Sciences, Business or equivalent is required
  • Demonstrated ability to work independently and manage multiple teams and initiatives in a fast paced environment
  • Actively participating in brainstorming, identifying core issues, structuring problems, effectively finding and using data and independently managing complex analysis.
  • Significant experience in leading cross-functional project teams with limited direct line responsibility and exceptional project management skills. Creates and fosters a collaborative atmosphere, rather than hierarchical.
  • Demonstration of strong knowledge of data analytics and information management
  • Proven track record in executive interaction and influence
  • Familiarity and comfort with advanced/emerging technology trends such as Cloud and Data Science
