Job description

The Lead Technology Specialist serves as the senior technical lead responsible for the architecture, development, maintenance, and enhancement of the Department of the Navy Research Protections Information Technology Management System (RPITMS). This individual provides technical leadership for all phases of the software development lifecycle and serves as the primary technical advisor to project leadership and Government stakeholders.
The Lead Technology Specialist oversees the design and implementation of Microsoft Power Platform solutions, SharePoint Online environments, workflow automation, reporting dashboards, and system integrations supporting the Navy Human Research Protection Program (HRPP).
Key Responsibilities
Technical Leadership
  • Lead technical planning, architecture, and implementation efforts for RPITMS.
  • Provide technical direction to developers, analysts, and testing personnel.
  • Establish development standards, coding practices, and configuration management procedures.
  • Review technical designs and ensure alignment with Government requirements.
Power Platform Development
  • Design, develop, and maintain solutions utilizing:
    • Microsoft Power Apps
    • Power Automate
    • Power BI
    • SharePoint Online
  • Lead implementation of new functionality and enhancements.
  • Develop complex workflows and automated business processes.
Systems Architecture & Integration
  • Analyze business requirements and translate them into technical solutions.
  • Design scalable and secure system architectures.
  • Support migration, integration, and modernization initiatives.
  • Maintain system documentation and technical baselines.
Agile Project Support
  • Participate in sprint planning, backlog grooming, and Agile ceremonies.
  • Assist with prioritization of system change requests.
  • Provide technical recommendations to Government stakeholders.
Quality Assurance & Compliance
  • Ensure compliance with:
    • Section 508 accessibility requirements
    • Navy and DoD system standards
    • Security and configuration management requirements
  • Support testing, deployment, and release management activities.

Requirements
  • Bachelor's or Master's degree from an accredited college or university.
  • Minimum eight (8) years of experience leading development of management information systems.
  • Minimum three (3) years serving in a technical lead or supervisory role.
  • Experience developing solutions using:
    • Power Apps
    • Power Automate
    • Power BI
  • Experience administering SharePoint environments.
  • Experience leading software development lifecycle activities.
Preferred Qualifications
  • Degree in Computer Science, Information Systems, Information Management, or related field.
  • Microsoft Power Platform certification.
  • Experience supporting DoD or Department of the Navy programs.
  • Experience supporting Human Research Protection Program (HRPP) systems.

Salary Description
145,000 - 185,000
