Position Overview
You will be responsible for leading the civil engineering department, overseeing project delivery, and driving business development, and ensuring consistent, high-quality performance across all projects. You manage a team of project managers and engineers while maintaining key client relationships and supporting overall department success.
You oversee multiple projects and teams simultaneously, balancing technical leadership, operational oversight, and strategic growth. Success in this role requires strong leadership, business acumen, and the ability to scale both people and processes.

Key Responsibilities
Leadership and Team Development
  • Lead, mentor, and develop project managers, engineers, and technical staff
  • Establish clear expectations, accountability, and performance standards
  • Conduct performance reviews and support career development across the team
  • Build team capacity through strategic hiring and talent development

Business Development and Growth
  • Develop and expand client relationships to generate new business opportunities
  • Lead proposals, SOQs, and strategic pursuits
  • Identify opportunities to grow market share and expand service offerings
  • Support long-term business planning and revenue forecasting

Project Oversight and Delivery
  • Oversee multiple projects to ensure quality, schedule, and budget performance
  • Support project managers with scope, risk management, and change orders
  • Ensure all projects meet client expectations and regulatory requirements
  • Maintain visibility into project financials and overall department performance

Technical Leadership and Quality
  • Provide high-level technical oversight across civil engineering projects
  • Review plans, reports, and deliverables for accuracy and quality
  • Ensure QA/QC standards are implemented and maintained
  • Support permitting strategies and regulatory coordination

Operations and Strategy
  • Improve processes, tools, and workflows to increase efficiency and consistency
  • Develop and manage departmental budgets and resource allocation
  • Monitor utilization, workload forecasting, and team performance metrics
  • Contribute to company-wide strategy and operational decisions

Skills and Specifications
  • Proven leadership ability with experience managing teams and developing staff
  • Strong business development and client relationship skills
  • Deep understanding of civil engineering design and land development
  • Strong financial and project management acumen
  • Ability to think strategically while executing operationally
  • Excellent communication and decision-making skills
  • Proficiency in Civil 3D, Bluebeam, and Microsoft Office

Education, Experience, Qualifications
  • Bachelor of Science in Civil Engineering (Master's degree preferred)
  • 15+ years of progressively responsible engineering and leadership experience
  • Washington State Professional Engineer (PE) license required; multi-state licensure preferred
  • Strong experience in land development projects
  • Established client relationships and market presence preferred
  • Valid Washington State driver's license
