The Opportunity:
CACI's Digital & Enterprise Solutions Division is seeking an experienced Program Manager, who will be designated key personnel, to lead the FEMA (Federal Emergency Management Agency) NPWS (National Public Warning System) program. In this role, you will serve as the single point of contact (POC) for all program activities, providing strategic direction and overseeing delivery, execution, and program financials. You will have full responsibility and authority for all aspects of contract execution, leading cross-functional teams in the development and delivery of technical solutions supporting FEMA's NPWS.
Responsibilities:
  • Serve as the primary point of contact for the FEMA Program Manager, FEMA Task Order Monitor, FEMA Contracting Officer and FEMA Contracting Officer's representative and ensure you or your designee are accessible at all times (NPWS is a national continuity mission impacting life safety across the country).
  • You lead a multidisciplinary team comprising Project Managers, Construction Managers, Broadcast Engineers, Project Analysts, Systems Engineers, and Technical Writers, dedicated to operating, modernizing, and sustaining NPWS facilities for the Integrated Public Alert and Warning System (IPAWS) Division of FEMA.
  • Lead a team of 25+ direct labor and subcontract partners responsible for environmental, modernization, construction, decommissioning and sustainment of the National Public Warning System.
  • Manage all areas of the program, including scope, level of effort, resources, subcontractors, financials, schedule, risk, liabilities, quality and client satisfaction.
  • Serve as the single corporate representative for overall contract performance and contribute to internal CACI weekly and monthly leadership, financial forecast, and program management meetings.
  • Work directly with clients to pinpoint mission requirements to create tailored solutions, then communicate priorities to the CACI team for execution and delivery.
  • Lead growth activities on the existing work and for adjacent and follow-on work with the client.
  • Develop, mentor project/task leads and managers, positioning them for larger roles over time.
  • Manage scope, schedule, budget, and personnel requirements across the program ensuring high quality deliverables in accordance with the contract statement of work (SOW) and CACI's guiding principles.
  • Form and foster customer relationships to develop the strategy and plans to advance and grow the contract by translating customer mission needs into program strategies, plans, and requirements
  • Lead proposal and contract activities including business and technical responses to customer requests for proposal, drafting of statement of technical objectives, drafting of proposal volumes, etc.

Qualifications:
Required:
  • Minimum 10 years of experience in emergency communications, information technology, business management or related fields
  • Top Secret clearance eligibility for access to Sensitive Compartmented Information
  • Prior experience as a PM, Deputy PM, or manager leading aspects of a program, or a portfolio of projects.
  • Delivery experience with federal customers and managing federal contracts.
  • Ability to drive contract performance and growth while ensuring customer satisfaction.
  • Ability to understand and effectively explain technical designs and implementations associated with complex solutions to Customer Leadership and Subject Matter Experts.
  • Exceptional interpersonal skills including active listening, negotiation, and conflict resolution.
  • High degree of attention to detail, time management and organization skills.
  • Ability to work with minimal supervision while maintaining cooperative, force multiplying relationships with peers within the company.

  • Prior experience leading multi-discipline construction and modernization efforts that include architectural, mechanical, civil, structural and electrical engineering aspects.
