Job description

The Director of Engineering for the Road Commission for Oakland County (RCOC) leads the Road Improvement Program and the Subdivision Street Developments and Improvements. The Director of Engineering leads the engineering department, which includes five divisions: design, construction (including testing labs), subdivision improvement, right of way, and programming. These divisions are composed of diverse employee groups both unionized and non-represented; the engineers, inspectors, technicians, and administrative staff total approximately 65 full-time employees.


Job Duties:

  • Manages all county, road, bridge and infrastructure projects as directed by the Managing Director, County Highway Engineer, or Board of Commissioners.
  • Leads by example with excellent written and oral communication skills, which include influencing others and building collaborative relationships.
  • Meets with elected officials, community leaders, private organizations, citizens and advisory groups to build community awareness and address concerns related to road projects.
  • Develops and manages the annual departmental budget and Road Improvement Program funding by scheduling and approving departmental expenditures, analyzing variances, initiating corrective actions, preparing financial plans, attending meetings, developing departmental goals and anticipating long-term issues/needs in the three-year financial plan.
  • Maintains operations by enforcing board policies, departmental procedures and safety procedures in accordance with RCOC standards.
  • Monitors compliance with state, federal and local rules and regulations by assessing RCOC procedures and practices as they relate to regulation.
  • Advises and updates the Managing Director on the performance of the department projects and goals by measuring, analyzing and summarizing the results of individuals/teams and their assignments/projects.
  • Frequently communicates with department and staff to maintain agency goals; Conducts department or division staff meetings and serves as a member of various committees.
  • Works in collaboration to improve overall agency operations and support agency goals.
  • Is a role model and mentor for leadership and engineering development throughout the agency.
  • Maintains labor relations for department by attending grievance or arbitration meetings.
  • Attends workshops and conferences, reviews professional publications, and participates in professional organizations relevant to transportation safety/materials/traffic flow to stay abreast of new techniques and procedures. Participation in relevant road infrastructure/traffic safety related/state/national committees is required.
  • Responds to road and project emergencies when required.

Ideal Candidate:

  • A Bachelor'sDegree with a major in Civil Engineering from an accredited university.
  • Minimum of 10 years of full-time experience / working knowledge in Civil Engineering.
  • A Michigan Professional Engineer's License is required.
  • Ability to utilize personal computer programs and other information processing systems.
  • Demonstrated and tested leadership skill and ability.
  • Ability to communicate across the organization, demonstrating strong verbal/written communication skills.
  • A commitment to serving the agency and the public with integrity and professional diligence.
  • Valid Michigan Driver's License; eligible to work in the U.S.
  • Ability to travel within the county to complete field/site visits.
