This position exercises supervisory and management authorities over a Child and Youth Program (CYP) center(s) by planning, organizing, and overseeing the day-to-day operations as well as the management of the program, staff, and facilities. The CYP provides appropriate developmental care and instruction for children and youth ranging in age from six weeks to 18 years. The
incumbent is responsible for the administration of the facility to include implementation of budgeting and financial management, personnel management, program operations, to include special needs, and compliance, among other tasks. The incumbent serves as a first level supervisor for assigned staff.
The incumbent is expected to apply subject knowledge, ensure policy compliance, and use initiative and creativity in accomplishing plans, outcomes, goals, and objectives. The success of the CYP requires ongoing interpretation of program policies, professional development of CYP employees, and needs of children, youth, and parents. The work includes numerous and unrelated
processes and procedures concerning the wide variety of activities in a CYP.
The incumbent reports to the installation CYP Coordinator who provides leadership and guidance for the CYP as a whole. Work is reviewed in terms of overall effectiveness and
successful operation of the program, compliance with policies and regulations, and patron and command satisfaction.
The primary purpose of this position is responsibility for the daily operations of their center/program and supervision of the staff associated with the center/program. The incumbent must have the ability to build and maintain collaborative partnerships with family members, colleagues, organizational leadership, and community support agencies on and off installation.
The incumbent independently recommends to the installation CYP Coordinator innovation/policy changes or refining methods and techniques to be used in providing and continually improving the CYP.
The incumbent is expected to apply subject knowledge, ensure policy compliance, and use initiative and creativity in accomplishing plans, outcomes, goals, and objectives.
The incumbent serves as a mandated reporter as prescribed by local policy in the case of suspected incidences of child abuse and neglect. The incumbent has knowledge of Federal, State and local laws governing the detection, prevention, and reporting of child abuse and/or neglect.
Major Duties and Responsibilities overview:

• Ensures the implementation of a developmentally appropriate CYP that promotes the social,
  emotional, physical, and cognitive growth of children and youth.
• Prepares and executes Appropriated fund (APF) and Nonappropriated fund (NAF) budgets for
  the center.
• Supervises staff to include assigning work, conducting performance reviews and approving
  leave.
• Establishes a program environment that
  sustains participant interest and promotes positive interactions with children, youth, and adults.

EVALUATIONS:
Qualifications
Bachelors degree or advanced degree in child development, early childhood education, elementary or secondary education, family and consumer sciences (early childhood emphasis), special education, or other fields appropriate to the position; or a combination of education and experience from a regionally or nationally accredited college or university. AND a minimum of 24 months experience working in group programs with children/youth as well as demonstrated knowledge in theories and principles of child/youth development.
This position has been identified as having regular contact with children under the age of 18. In accordance with Section 231 of the Crime Control Act of 1990 (Public Law 101-647 codified at 34 U.S.C. § 20351) and DoD Instruction 1402.05, favorably adjudicated background checks are required.
Position is subject to immunization requirements as a condition of employment for working with children and youth. Employee is required to obtain appropriate immunization against communicable diseases in accordance with recommendations from the Advisory committee on Immunization Practices (ACIP), which includes the influenza vaccine.
Must pass a pre-employment physical and subsequent physicals, thereafter, provide evidence of immunization and be free from communicable disease. Must be able to lift and carry children and objects up to 45lbs independently and over 45lbs with assistance.
Must complete all DoW and Service training requirements within the specified time including orientation, initial, and annual ongoing training requirements, and any required certifications. Must maintain current CPR, First Aid, and Food Handlers certifications.
Must be able to follow verbal and written instructions and communicate effectively orally and in writing.
Note: This position is identified as a Test Designated Position (TDP). The incumbent is subject to random drug testing because duties must be performed with a high level of productivity, reliability and judgment to prevent adversely affecting personnel safety, and causing risk/damage to government property, and/or significant adverse impact to day-to-day operations. A positive drug test, or failure to submit for testing, may become the basis for removal from this position.
