Digital Program Specialist (Digital Strategy and Governance) The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is financing Infrastructure for Tomorrow - infrastructure with sustainability at its core. We began operations in Beijing in January 2016 and have since grown to 103 approved members worldwide. We are capitalized up to USD100 billion and Triple-A-rated by the major international credit rating agencies. Working with partners, AIIB meets clients' needs by unlocking new capital and investing in infrastructure that is green, technology-enabled, and promotes regional connectivity.
The Information Technology Department (ITD) serves as AIIB's enterprise authority and service provider for digital technology. It develops and implements the Bank's digital strategy; delivers and operates digital solutions, AI capabilities, enterprise platforms, infrastructure, and workplace services; safeguards digital assets through cybersecurity, technology risk management, and resilience; and partners with business units to enable institutional priorities through secure, innovative, and client-centric digital capabilities.
The Digital Program Specialist will support the leadership team in strengthening ITD's strategic planning, governance, business engagement, and organizational effectiveness. The role combines strategic analysis, program management, governance coordination, and organizational improvement responsibilities to support the planning, execution, and continuous enhancement of the Bank's digital capabilities.
Working across ITD, business units, and external partners, the incumbent will conduct strategic analysis, support departmental planning, facilitate cross-functional initiatives, coordinate capability improvement programs, and promote the adoption of practices that strengthen ITD's ability to deliver business value. The incumbent will primarily be a strategic program manager and facilitator, working across ITD and business units to coordinate initiatives, enable organizational improvements, promote collaboration, and drive continuous enhancement of ITD's capabilities and ways of working.
Responsibilities:
  • Represent ITD in Bank-wide initiatives, cross-functional working groups, and institutional programs as delegated.
  • Coordinate ITD's participation in Bank-wide initiatives, ensuring alignment across IT teams and facilitating implementation of agreed actions and outcomes.
  • Participate in and, where appropriate, lead ITD's engagement with multilateral development banks (MDBs), international financial institutions (IFIs), industry forums, and professional communities to promote knowledge exchange, benchmarking, and collaboration.
  • Lead or support strategic initiatives assigned by the IT leadership team.
  • Coordinate cross-functional activities across ITD to facilitate successful implementation of strategic priorities.

  • Gather business feedback on delivered digital capabilities, and identify common themes, opportunities, and improvement areas.
  • Work closely with IT delivery teams to promote alignment between business priorities and digital capabilities.
  • Develop and maintain executive dashboards that provide strategic visibility of the Bank's IT portfolio.

  • Facilitate the development, maintenance, and adoption of reusable knowledge assets, templates, playbooks, and guidance materials while ensuring that ownership remains with the appropriate business and technical teams.
  • Promote knowledge sharing and reuse across ITD to improve consistency, organizational learning, and delivery effectiveness.
  • Monitor progress of knowledge and capability development initiatives, and recommend opportunities for continuous improvement.
  • Coordinate department-wide initiatives that improve ITD's productivity, collaboration, and operational effectiveness through the adoption of digital technologies, AI capabilities, and automation.
  • Work with IT teams to identify, prioritize, and implement opportunities that simplify internal processes, improve collaboration, and reduce manual effort.
  • Develop implementation plans, monitor progress, and facilitate adoption of internal digital productivity initiatives across ITD.
  • Promote sharing of successful practices, and encourage broader adoption of AI-enabled ways of working within ITD.
  • Evaluate emerging technologies, and recommend initiatives that enhance ITD's effectiveness and employee experience.
  • Conduct research on emerging technologies, AI trends, digital practices, and peer MDBs and IFIs to support IT strategic planning.
  • Analyze business strategies, departmental priorities, and technology trends to identify opportunities that inform ITD's strategic planning and organizational priorities.
  • Support the development and periodic refinement of the Bank's digital strategy, AI strategy, and ITD strategic plans.
  • Prepare strategic analyses, benchmarking studies, executive briefings, and recommendations to support management decision-making.

Requirements:
  • Minimum 8 years of relevant professional experience in digital strategy, IT governance, enterprise project management office (PMO) functions, business analysis, management consulting, organizational improvement, or related disciplines.
  • Bachelor's degree in information systems, business administration, computer science, organizational development, or a related discipline. Master's degree preferred.
  • Experience working in consulting firms, international organizations, or financial institutions is an advantage.
  • Experience supporting strategic planning, governance, portfolio management, or cross-functional organizational initiatives.
  • Experience preparing executive reports, strategic analyses, business cases, and management presentations.
  • Demonstrated ability to conduct research, benchmarking, and comparative analysis and translate findings into practical recommendations.
  • Experience participating in cross-functional initiatives, international working groups, industry forums, or collaborative programs involving multiple organizations is desirable.
  • Experience applying AI tools, digital workplace technologies, or workflow improvements to enhance organizational effectiveness is desirable.
