Role Summary

Rowan Digital Infrastructure is looking for a Manager of Water and Wastewater Infrastructure to spearhead wet utility infrastructure development across Rowan’s data center portfolio. The Infrastructure Manager will also execute Rowan’s water and wastewater sustainability initiatives consistent with Rowan’s corporate goals. This role will entail collaboratively working with multi-functional project teams to create strategies to secure wet utilities for projects, negotiate supply agreements with service providers and support the deployment of water and wastewater infrastructure through permitting and construction.

The Infrastructure Manager will be involved in other development activities as necessary including project evaluations, due diligence reviews, agency consultations, permitting, entitlements, and budgeting alongside the project teams.

The Infrastructure Manager is a critical part of the Energy and Water team, working closely with the project origination and development teams, leadership, and other internal stakeholders to ensure efficient execution of Rowan’s Development Projects. The ideal candidate will have a proven track record of successfully managing multiple projects concurrently and negotiating successful service agreements with utilities, preferably in the data center industry. The successful candidate will have excellent organizational and communication skills, strong project management skills, comfort with ambiguity, comfort with having direct conversations, and the ability to work effectively in a fast-paced, cross-functional environment.

 

Travel: Ability to travel up to 25% for company gatherings or for site visits.

Location: Remote or Hybrid in Seattle or Denver

Compensation: $160k-$180K (Offers Bonus)

 

Essential Responsibilities

  • Prepare and implement strategy for water assessment, commercial certainty, and compliance across a portfolio of data center projects

  • Develop customer and external-facing water narrative for Rowan to support sustainability and high-quality digital infrastructure goals

  • Monitor external factors that could affect water (i.e., tracking local and state water policy, water quality issues, legal rights/issues) and develop strategy and position to address risks

  • Assess water risk and delivery feasibility for portfolio of potential data center sites from site selection through construction

  • Manage external relationships with local water authorities and partners in prospective data center locations to ensure sufficient supply, rights, and to conduct necessary diligence

  • Partner with the Directors of Development and project teams to prepare for and conduct commercial negotiations and conversations to secure necessary water rights and infrastructure for all data center sites

  • Facilitate and drive communication and cross-team coordination between internal and external water stakeholders including Development, Engineering, Design, Construction, and Operations

  • Oversee compliance with water withdrawals and ensure compliance with end-user agreements (flow rate, installation of monitoring and operational equipment where required)

  • Organize, review and evaluate water and wastewater monitoring data to compare against agreements, identify anomalies, and establish best practices. · Implement Rowan’s water stewardship program in collaboration with Rowan’s Sustainability lead and project teams

 

Education, Skills, and Experience

  • Bachelor’s degree in civil or environmental engineering or similar

  • 7+ years professional experience in water and wastewater infrastructure projects

  • Technical expertise related to industrial water use and wastewater discharge, water efficiency techniques, as well as water policy and permitting

  • Experience with water and wastewater infrastructure construction and operations for data centers strongly preferred

  • Preferred experience with NPDES permits, industrial pre-treatment permits, and decentralized wastewater systems

  • Experience working with water and wastewater utilities in the United States

  • Experience managing multiple projects and coordinating with internal and external stakeholders and consultants

  • Strong analytical and problem-solving skills

  • Ability to work effectively in a fast-paced, and highly cross-functional environment

  • Excellent communication and collaboration skills
