Job Summary: IT - Spartanburg County - Business Analyst (Advanced)
About the Role
Join Spartanburg County Information Technologies as a Business Analyst (Advanced) and drive the County's Cybersecurity Program and Documentation Recovery initiative. This pivotal, onsite contract role empowers you to lead discovery and documentation efforts, work directly with IT leadership and subject-matter experts, and establish standards that will shape the County's long-term operational resilience and public service excellence. You will play a critical part in reducing institutional knowledge silos and enhancing disaster recovery processes.
Responsibilities
- Lead discovery sessions, interviews, and workshops with IT teams and key County stakeholders
- Inventory and assess technical, operational, security, system, application, infrastructure, and recovery documentation across the County
- Analyze and document business and IT processes, workflows, roles, dependencies, and pain points
- Develop process maps, workflow diagrams, inventories, and matrices using Microsoft Visio and Microsoft 365
- Identify documentation gaps, process risks, and opportunities for standardization
- Gather, validate, and prioritize requirements for SOPs, runbooks, system documentation, and recovery materials
- Translate subject-matter expert knowledge into structured source material for the Technical Writer and IT leadership
- Facilitate review sessions to validate accuracy and completeness of documented processes
- Maintain documentation backlog, status tracking, priorities, and ownership records
- Contribute to the development of documentation standards, templates, governance, and repository organization
Required Skills and Experience
- 10+ years of business analysis experience in complex IT or technology environments
- Advanced expertise in requirements elicitation, interviewing, facilitation, and stakeholder management
- Proficiency in Microsoft 365 suite (Word, Excel, PowerPoint, Teams, SharePoint)
- Strong Microsoft Visio skills for process mapping and workflow documentation
- Experience working with technical subject-matter experts across IT disciplines (infrastructure, applications, cybersecurity, service delivery)
- Bachelor's degree in Information Technology, Information Systems, Business, or equivalent relevant professional experience
Preferred Skills
- Experience with documentation recovery, IT operational maturity, or process-standardization projects
- Background in cybersecurity, infrastructure, disaster recovery, business continuity, or IT service management documentation
- Familiarity with SharePoint-based documentation repositories and governance
- Knowledge of ITIL, NIST, CIS, or similar IT/security frameworks
- Experience in government or highly regulated environments
- Professional certifications (CBAP, CCBA, PMI-PBA, PMP, ITIL Foundation) are valued
