Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. BASIC QUALIFICATIONS (IOR):
Education Undergraduate and Graduate Education: Major study -- journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics.
or
Experience (for positions above GS-5): Examples of qualifying specialized experience include:
- Determining specifications for the printing of manuscript, i.e., selection of typography, layout, composition, format, paper stock, and other printer's instructions.
- Negotiating or administering contracts for procurement of manuscript and illustrations, printing, binding and allied services, or printing stocks (paper, inks, etc.).
- Managing a printing plant that produces printing either for the government or private industry customers.
- Performing production control work in a large printing plant.
- Serving as a sales representative for a wide variety of printing equipment.
- Analyzing the price and cost of preparation and production of printing.
- Planning, estimating, and scheduling printing on a full-time basis for a variety of publications.
- Performing substantive administrative support or policy functions directly related to publishing and printing program management or operations.
IR-04 SPECIALIZED EXPERIENCE: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualified for this position your experience must include:
- Applying the laws, regulations, and policies governing Federal printing and publishing activities, including United States Code Title 44, Government Publishing Office (GPO) regulations, Joint Committee on Printing requirements, Federal Acquisition Regulation (FAR), Treasury Directives, and Internal Revenue Manual (IRM) provisions, as well as the ability to interpret and integrate these authorities to develop policies, procedures, and program guidance affecting complex, nationwide operations.
- Applying printing and publishing processes and technologies, including pre-press, composition, design, digital and offset printing, bindery, finishing, and distribution systems, along with product management principles, production scheduling, cost estimating, forecasting, and quality assurance practices to oversee technical and sensitive print products and ensure compliance with security, quality, and cost standards.
- Evaluating a multifunctional publishing program; establishing goals and performance metrics; allocating resources; and implementing process improvements that increase efficiency and effectiveness including budget formulation and execution, capital investment analysis, and workforce planning sufficient to advise senior leadership on program direction, operational performance, and long-range planning.
- Applying supervisory and human capital management principles and practices to lead a workforce, including the ability to recruit, develop, evaluate, and address employee performance; manage workload distribution; and ensure compliance with merit system principles and applicable personnel regulations.
- Utilizing electronic data systems and management information tools to support program management and operational analysis. Utilizes email systems, presentation software, spreadsheets, and data management applications to communicate program and product information to customers and stakeholders and to measure and evaluate program effectiveness.
- Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance, encourages self-development, explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments
