Overview


Client First Technologies currently is seeking a Program Management Subject Matter Expert (SME) in support of our Government customer. The Program Management SME serves as the senior program and project management lead under a contract for business process improvement and management support services.


The Program Management SME is responsible for facilitating cross-functional collaboration across our customer and external partners. A successful candidate will apply deep expertise in policy and federal program management to advance strategic planning, Agile adoption, governance support, and technology integration in support of the Government customer's operational objectives.


This is a full-time position in Camp Springs, MD with the opportunity for telework (as authorized).

Requirements:
  • Facilitate cross-functional collaboration across the customer and the broader enterprise, including other agencies and stakeholders, to reach beneficial outcomes across program priorities and ongoing efforts
  • Ensure policy and operational alignment through regular coordination meetings, documented action items, and tangible process improvements
  • Develop and implement data-driven strategies to optimize operational efficiency, with quarterly progress reports on key performance indicators (KPIs)
  • Develop strategic roadmaps and implementation plans that are comprehensive, reflecting people, process, and technology efforts to realize strategic objectives in an Agile, measured, and implementable way
  • Provide governance support through regular project health assessments, identifying risk and recommending mitigation strategies; oversee project execution by coordinating with stakeholders, improving product delivery, and applying Agile methodology and PMBOK to business processes
  • Establish performance monitoring mechanisms to track project outcomes focused on the Government customer's objectives, providing monthly status reports
  • Support end-to-end project execution, including testing, integration, deployment, and post-deployment evaluations
  • Conduct technology assessments and provide actionable recommendations for IT enhancements, including adoption of emerging technologies such as artificial intelligence (AI)
  • Proactively and continually expand knowledge of the customer and related offices, directorates, and the organizational landscape to facilitate all work within the scope of responsibility
  • Facilitate strategic planning, policy and process improvements, and Agile adoption in support of program priorities
  • Manage the program team, including corporate responsibilities such as timesheet approval and performance management
  • Provide program briefs as required to company leadership



Qualifications

  • Master's degree in Business Administration, Public Administration, Information Technology, or a related field required
  • Minimum of ten (10) years of progressive experience in program and project management
  • Minimum of five (5) years of experience managing large-scale, complex federal programs or initiatives with a focus on immigration
  • One or more of the following certifications required: Project Management Professional (PMP), Program Management Professional (PgMP), Agile, or Scaled Agile Framework (SAFe), or a similar professional certification
  • Demonstrated ability to lead cross-functional teams and manage competing priorities in a complex federal environment
  • Experience with Agile methodologies, program planning, risk management, and performance reporting
  • Strong communication and stakeholder engagement skills at the executive level
  • Experience working within or in direct support of DHS programs preferred


Physical Demands

  • Must be able to sit and stand for extended periods of time
  • Occasional travel and overtime may be required
