Job description

InDev is seeking a Program Manager with 10+ years of experience leading large-scale federal technology programs and delivering mission-critical digital solutions in complex stakeholder environments. This role will provide overall leadership and oversight for the CBP applications. The ideal candidate will have a proven track record managing Agile software development, operations and maintenance, program governance, staffing, risk management, and customer engagement within DHS or other federal agencies. Working closely with CBP leadership, product owners, and technical teams, the Program Manager will ensure successful delivery of modernization initiatives, Program of Record requirements, security compliance activities, and continuous innovation that supports CBP's digital transformation objectives.

YOUR FUTURE DUTIES AND RESPONSIBILITIES
  • Provide overall leadership, management, and strategic direction for a suite of CBP applications.
  • Serve as the primary point of contact for CBP stakeholders, ensuring effective communication, customer satisfaction, and alignment with mission objectives.
  • Oversee program execution, including Agile software development, operations and maintenance (O&M), application modernization, security compliance, and Program of Record activities.
  • Manage program resources, staffing, subcontractors, schedules, budgets, risks, and performance to ensure successful contract execution.
  • Lead program governance activities, including status reporting, executive briefings, performance metrics, and strategic planning sessions.
  • Ensure compliance with contract requirements, service level agreements (SLAs), DHS and CBP policies, cybersecurity requirements, and quality standards.
  • Collaborate with Product Owners, Scrum Masters, architects, and technical leads to prioritize work, manage dependencies, and support successful delivery of program objectives.
  • Identify, assess, and mitigate program risks while proactively addressing issues that may impact cost, schedule, performance, or customer satisfaction.
  • Support Program of Record requirements, including documentation, reporting, reviews, and coordination with acquisition, architecture, and governance stakeholders.
  • Drive continuous improvement, innovation, and adoption of Agile and DevSecOps best practices to enhance delivery efficiency, system reliability, and mission outcomes.
QUALIFICATIONS
  • Bachelor’s degree in Information Technology, Business Administration, or a related field.
  • 10+ years of experience managing large-scale federal IT programs, with 5+ years managing COTS based projects, to include software development, operations and maintenance, and technology modernization initiatives.
  • Demonstrated experience leading multidisciplinary teams supporting Agile software development, DevSecOps, cybersecurity, and cloud-based technology environments.
  • Experience managing program scope, staffing, budgets, schedules, subcontractors, risks, and performance metrics within a federal contracting environment.
  • Proven ability to build and maintain strong relationships with executive stakeholders, government customers, and cross-functional teams.
  • Experience overseeing complex application portfolios, digital transformation initiatives, or enterprise technology programs.
  • Strong understanding of Agile methodologies, software development lifecycles (SDLC), and modern program management practices.
  • Experience developing and delivering executive briefings, program status reports, risk assessments, and strategic recommendations.
  • Knowledge of federal acquisition processes, contract management, performance management, and service-level agreement (SLA) oversight.
  • Excellent leadership, communication, problem-solving, and decision-making skills.
NICE TO HAVES
  • Project Management Professional (PMP) certification.
  • Experience supporting DHS, CBP, or other federal civilian agencies.
  • Experience managing mobile applications, cloud modernization, or customer-facing digital services programs.
  • Familiarity with Program of Record governance, architecture reviews, and federal compliance requirements.
