POSITION OVERVIEW:

Synertex LLC is seeking Open-Source Collection Specialists (Data Collection Specialist II) to provide 24/7/365 expert-level open-source collection and analysis support to the Department of Homeland Security (DHS). Specialists will conduct targeted collection of publicly available information (PAI) from surface, deep, and dark web sources to support tactical and operational intelligence requirements.

This position plays a vital role in identifying, collecting, and disseminating open-source intelligence (OSINT) in support of DHS missions and the broader Intelligence Community (IC).


RESPONSIBILITIES:
  • Conduct Open-Source Collection across surface, deep, and dark web domains to support DHS and IC intelligence requirements.

  • Provide 24/7/365 all-source analytic support through rotational shift work, maintaining continuous operations across six shifts.
  • Perform targeted data collection using a variety of open-source tools, methods, and platforms.

  • Develop and maintain collection plans and dissemination practices to align with mission objectives and analytic needs.

  • Fuse open-source information with classified reporting to support tactical and operational decision-making.

  • Provide timely, relevant, and actionable OSINT products to DHS stakeholders and mission partners.

  • Maintain awareness of emerging technologies, platforms, and trends in open-source environments.

  • Collaborate with all-source analysts, watch officers, and mission partners to ensure comprehensive coverage and accurate reporting.

  • Produce concise intelligence summaries, briefings, and reports for executive-level audiences.

  • Ensure all activities comply with DHS intelligence authorities, privacy, and civil liberties guidelines.

  • Leverage common open-source tools and DHS/IC data systems for secure research, collection, and collaboration.


REQUIREMENTS:

Security:

  • Active TS/SCI clearance required

  • U.S. Citizenship required

Education & Experience:

  • Bachelor's degree or higher from an accredited institution.

    • With a degree in a relevant field (e.g., Intelligence, International Studies, Homeland Security, Criminal Justice, or related): Minimum 6 years of open-source collection experience for tactical/operational support.

    • With a degree in a non-relevant field: Minimum 10 years of open-source collection experience for tactical/operational support.

Experience and Knowledge:

  • Prior Intelligence Community (IC) experience.

  • Experience working with DHS data sources and intelligence systems.

  • In-depth knowledge of DHS I&A authorities, mission sets, and enterprise intelligence processes.

  • Familiarity with open-source collection techniques across surface, deep, and dark web environments.

  • Strong understanding of collection management, planning, and dissemination processes.

  • Proficiency in Microsoft Office Suite, common Open-Source Intelligence (OSINT) tools, and DHS/IC systems.


DESIRED QUALIFICATIONS:
  • Degree in International Studies, Intelligence, Homeland Security, or Criminal Justice.

  • DHS intelligence analysis or open-source exploitation experience.

  • Experience integrating open-source collection with all-source intelligence production.

  • Strong analytical writing, reporting, and presentation skills.
