Project Manager
Position Overview
The Project Manager (Key Personnel) is responsible for leading and managing complex programs focused on Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR), information assurance, and network defense. This role oversees the full project lifecycle and ensures successful execution in compliance with federal standards and mission requirements.
The role will specifically support the Naval Information Warfare Center (NIWC) Atlantic in executing network protection suite design, testing, deployment, and sustainment in support of the Medical Community of Interest (MedCOI) network. The MedCOI network enables the exchange of healthcare information worldwide among the Army, Navy, Air Force, Defense Health Agency (DHA), United States Coast Guard (USCG), the Veteran's Administration (VA), Defense Manpower Data Center (DMDC), Defense Healthcare Management System Modernization (DHMSM), Defense Medical Information Exchange (DMIX), and DHA locations globally.

Key Responsibilities
  • Lead and manage C4ISR, information assurance, and network defense programs.
  • Oversee the full project lifecycle, including design, development, production, installation, and test & evaluation.
  • Supervise project personnel and coordinate cross-functional team activities to ensure timely and effective execution.
  • Develop and maintain project schedules, technical proposals, and bid packages.
  • Manage logistics operations, including procurement and transportation of equipment and materials.
  • Ensure compliance with Federal Acquisition Regulation (FAR) requirements and applicable government standards.
  • Oversee network operations, engineering services, and "comply-to-connect" (C2C) platform implementations.
  • Support NIWC Atlantic in the design, deployment, and sustainment of wide area network (WAN) routing and virtual private network (VPN) communication between MedCOI and other external agencies.
  • Oversee deployment and sustainment operations for migrating applications to/from MedCOI cloud environments.
  • Ensure successful implementation and sustainment of newly designed solutions, including Comply to Connect (C2C), in support of medical and defense healthcare systems worldwide.

Required Qualifications
Education
Bachelor's degree in one of the following fields:
  • Engineering, Physics, or Physical Sciences
  • Information Security, Information Technology (IT), or Management Information Systems (MIS)
  • Mathematics or Business
  • Other closely related technical disciplines
Experience
  • Minimum 10 years of direct experience in:
  • C4ISR, information assurance, or network design/defense
  • Minimum 8 years of experience in:
  • Systems design and development
  • Advanced system architecture
  • Medical systems or communications technologies
  • Hardware/software engineering or ERP systems
  • Minimum 4 years of management experience, including:
  • Team leadership and personnel supervision
  • Project scheduling, execution, and performance tracking
  • Proposal writing and bid preparation
