Tandem Services is seeking an experienced Civil Construction Estimator to support projects across our commercial, industrial, and power divisions. This is a hands-on estimating role for someone who understands how civil work is actually built - not just how quantities look on a spreadsheet.

Headquartered in Kemah, Texas, Tandem is a growing construction contractor serving clients throughout the Texas Gulf Coast and nationwide. Our civil teams perform complex sitework for owners, developers, industrial facilities, utilities, and EPC partners. Our work includes complete site development, earthwork, stabilization, drainage, underground utilities, concrete paving, structural and equipment foundations, access roads, detention systems, and civil packages for substations, BESS facilities, and other critical infrastructure.

The successful candidate will own the estimating process from initial opportunity review through final bid and project handoff. This person will work closely with project managers, superintendents, field leadership, vendors, subcontractors, and company executives to develop estimates that are complete, competitive, buildable, and profitable.

• Prepare conceptual budgets, ROM estimates, negotiated proposals, unit-price bids, hard bids, and design-build/design-assist estimates for commercial, industrial, and power-sector civil projects
• Perform and validate detailed quantity takeoffs for clearing, excavation, mass grading, stabilization, site drainage, detention, underground utilities, fire-water systems, dewatering, erosion control, roadways, paving, structural concrete, equipment foundations, retaining systems, access roads, laydown yards, substation pads, and BESS site packages.
• Review drawings, specifications, geotechnical reports, surveys, bid forms, schedules, contract requirements, addenda, and site conditions to identify scope gaps, conflicts, risks, and constructability concerns.
• Build production-based estimates for self-performed labor, crews, equipment, materials, subcontractors, general conditions, indirect costs, permits, bonds, insurance, taxes, and other project requirements.
• Develop realistic production rates and execution plans with input from operations, project managers, and superintendents.
• Attend pre-bid meetings and site walks and communicate with owners, engineers, general contractors, EPC partners, suppliers, and subcontractors as needed.
• Solicit, level, and evaluate vendor and subcontractor proposals for scope coverage, qualifications, exclusions, and commercial risk.
• Develop bid strategies, alternates, value-engineering options, clarifications, assumptions, and exclusions that protect Tandem while keeping proposals competitive.
• Prepare clear bid summaries and present estimates, major cost drivers, risks, and recommended pricing strategies during internal reviews.
• Manage multiple active estimates and changing deadlines without sacrificing accuracy or documentation.
• Lead the turnover of awarded work to project management and field operations, including estimate basis, cost codes, production assumptions, quote coverage, risks, commitments, and outstanding items.
• Maintain organized estimating records and use completed-project cost and production data to improve future estimates.
• Support change-order pricing and post-award estimating when needed.
• Contribute to continuous improvement of Tandem's estimating standards, cost database, templates, tools, and workflows.
  

• At least 5 years of civil construction estimating experience with a general contractor, civil contractor, or self-performing civil subcontractor.
• Demonstrated experience estimating site-development or heavy-civil work in commercial, industrial, power/utility, municipal, or other infrastructure markets; experience across multiple sectors is strongly preferred.
• Strong working knowledge of earthwork, underground utilities, drainage, stabilization, concrete, paving, structural foundations, heavy equipment, crew composition, production rates, and civil construction means and methods.
• Ability to read and interpret civil, structural, architectural, mechanical, and electrical documents as they affect civil scope.
• Ability to recognize site-access constraints, Gulf Coast soil and groundwater conditions, drainage issues, dewatering needs, schedule risks, long-lead items, and scope interfaces.
• Experience developing complete labor, equipment, material, subcontractor, general-condition, and indirect-cost estimates.
• Strong skill in subcontractor solicitation, bid leveling, scope writing, risk review, and proposal preparation.
• Advanced Microsoft Excel capability and proficiency with digital plan review and takeoff software such as Bluebeam Revu.
• Experience with HCSS HeavyBid, AGTEK, B2W, PlanSwift, or comparable estimating and earthwork platforms is preferred.
• Experience with construction ERP and job-cost systems, including Acumatica or comparable platforms, is preferred.
• Practical AI literacy: able to use approved tools productively, verify outputs, protect confidential information, and know when human construction judgment must take over.
• Strong written and verbal communication skills, sound judgment, attention to detail, and the ability to meet firm bid deadlines.
• Bachelor's degree in Construction Management, Civil Engineering, or a related field is preferred; equivalent estimating, field, or project-management experience will be considered.
• Valid driver's license and ability to travel periodically to project sites, pre-bid meetings, and client meetings.
