PMP Certified Project Manager with State Agency, Azure Databricks, AI & Data Modernization exp.|| G.C / U.S.C

#### Overview:
We are searching for a skilled Cloud Project Manager with strong Azure Databricks experience to lead digital transformation for a large State Health and Human Services agency. This is a high-impact, multi-year leadership role tasked with implementing large-scale cloud analytics and reporting solutions to modernize agency data collection, integration, and insights, with a focus on behavioral health.

#### Core Responsibilities:

- Serve as the Deputy Program Manager overseeing a multi-disciplinary team (10โ€“15 personnel) implementing a state-wide data platform using Azure and Databricks technologies.
- Manage day-to-day operations, project schedules, milestones, and workstreams across data engineering, quality assurance, security, and infrastructure.
- Lead requirements analysis, system design, and solution mapping for health data modernization, using advanced tools such as Power BI and Databricks for analytics/reporting.
- Oversee successful project delivery across the SDLC, from discovery and requirements, through design, build, testing, to user training and deployment.
- Facilitate sessions with diverse stakeholder groupsโ€”agency executives, technical staff, end-usersโ€”to translate needs into actionable blueprints and roadmaps.
- Track key project deliverables including project plans, architecture documents, user training, monthly status, and testing/validation plans.
- Manage program budgets (>$1M), resources, and vendor teams, and support executive-level reporting.
- Champion best practices in data governance, cloud analytics, and AI-driven process improvements within a public sector context.
- Mentor and support a collaborative team culture, fostering innovation and continuous improvement.

#### Required Qualifications:

- **Certification**: PMP (Project Management Professional) strongly required.
- **Education**: Bachelorโ€™s in Computer Science, Data Management, Business, or similar; Masterโ€™s preferred.
- **Cloud/Data Modernization**: Hands-on leadership in at least one large cloud migration or cloud-native analytics project, ideally for government or healthcare.
- **Platform Skills**: Experience with Azure cloud solutions, Databricks, and advanced analytics/reporting tools (Power BI, Tableau). Solid grasp of SQL and Microsoft Project.
- **Methodologies**: Familiarity with Agile, Waterfall, and hybrid SDLC environments; advanced stakeholder management and facilitation.
- **Data**: Proven ability to execute data governance and data management strategies.

#### Preferred Experience:

- Experience leading public sector health technology projects involving Medicaid, behavioral health, or population/clinical data.
- Proficiency in additional analytics tools (Alteryx, Excel), and experience with Snowflake or Azure DevOps.
- Professional facilitation credentials (e.g., DFX or similar).
- History of managing implementations with over $1 million in budgets and large, multidisciplinary teams.
- Prior work with major consulting firms or recognized technology integrators is a plus.
