Job description

SUMMARY: The Development Services Manager leads the Development Services team, overseeing both application development and business intelligence functions. This is a hands-on technical leadership role responsible for architecting and delivering full stack solutions on the Microsoft .NET platform while directing the team's BI, data warehouse, and reporting initiatives. The Manager guides Applications Developers and Business Intelligence Engineers, ensuring alignment between software delivery, data architecture, and organizational goals.

  • Leads, mentors, and manages the Development Services team including Application Developers and BI Engineers; conducts performance reviews, sets goals, and supports professional growth.
  • Architects, develops, and maintains full stack applications on the Microsoft .NET platform (C#, ASP.NET Core)), serving as the team's senior technical resource for application development.
  • Manages enterprise data solutions including data warehouses, dimensional models, and ELT pipelines using Microsoft Fabric and SQL Server.
  • Manages the Microsoft Fabric environment - including OneLake, Lakehouses, Dataflows, and Direct Lake Power BI integrations - ensuring performance, reliability, and security.
  • Collaborates with stakeholders across departments to understand business needs and translate them into technical solutions across both application and data domains.
  • Works with the IT Director to define and enforce development standards, coding practices, source control and DevOps workflows, and code review processes.
  • Evaluates and manages third-party vendors and application development partners.
  • Maintains a comprehensive working knowledge of the organization's data architecture and underlying data layer.
  • Coordinates with IT leadership on project prioritization, resource planning, and technology roadmap decisions.
  • Performs other duties as assigned.

Requirements
QUALIFICATIONS: The requirements listed below are representative of the education, experience, skills and/or abilities required. An individual must meet the minimum requirements as listed in each Qualifications subsection.
EDUCATION:
  • Bachelor's degree in Computer Science, Information Systems, or a related field, or an equivalent combination of education and relevant professional experience.

EXPERIENCE:
  • 10+ years of progressively responsible software development experience (i.e., your responsibilities grew over time), including at least 3 years in technical leadership or management roles.
  • Experience leading developers, Business Intelligence Engineers, or similar technical professionals in a Microsoft-based environment.
  • Demonstrated experience delivering custom application development and enterprise business intelligence or data warehouse solutions.
  • Experience with AI Generated Coding Techniques using the Microsoft Tech Stack and tool set.
  • Hands-on experience with Microsoft Fabric, including OneLake, Fabric Dataflows & Pipelines, Semantic Models, and Power BI.
  • Experience with Azure SQL, Azure Data Factory, Azure DevOps, and cloud data integration patterns.
  • Experience managing third-party development vendors or external technology partners.
  • Experience integrating external data sources, including ERP systems, CRM systems, and cloud APIs.
  • Proficiency with development tools such as Visual Studio, VS Code, SSMS, and Azure DevOps.

SKILLS & ABILITIES:
  • Strong written and verbal communication skills, with the ability to communicate effectively with users, vendors, project sponsors, and other stakeholders and to present technical concepts confidently to nontechnical audiences.
  • Advanced skills working with generative AI in a "co-working" development environment.
  • Expert-level proficiency in C# and the .NET ecosystem, including ASP.NET Core, MVC, and Entity Framework.
  • Strong full-stack development skills, including front-end technologies such as JavaScript, TypeScript, Razor, HTML, and CSS, as well as back-end service design.
  • Advanced knowledge of Microsoft SQL Server, including T-SQL.
  • Experience designing, building, and maintaining ETL/ELT pipelines.
  • Strong data warehouse and dimensional modeling skills, including star schemas, fact and dimension tables, and slowly changing dimensions.
  • Ability to lead technical architecture discussions and make sound technology decisions aligned with organizational goals.
  • Strong organizational and project-management skills, with the ability to manage multiple projects and priorities simultaneously.

PHYSICAL DEMANDS:
The work is primarily sedentary and generally involves sitting for extended periods. The employee may occasionally move between work areas, carry items such as a laptop computer or other office equipment, and drive an automobile.
WORK ENVIRONMENT:
While performing the primary duties of the job, the employee is regularly exposed to a general office environment. Overnight travel may be required and work outside normal business hours may occasionally be necessary.
