Position: Senior Communications Strategist (Bilingual - English and French)
Location: Ottawa ON(In-person/Hybrid)
Employment Type: Full-Time

About the Role


Reporting to the Manager of Communications, the Senior Communications Strategist supports the development and implementation of strategic communications initiatives that advance the mandate and priorities of the Office of the Commissioner of Indigenous Languages. The role provides strategic communications advice and support to help ensure the Commission's work is communicated clearly, accurately, and in alignment with its values.


Key Responsibilities

  1. Collaborate with the Manager to develop and implement internal and external communications plans, strategies, and campaigns that support the Commission's mandate and priorities.
  2. Develop communications products including press releases, briefing notes, key messages, Q&As, speaking notes, backgrounders, presentations, and related materials.
  3. Provide strategic communications advice to senior leadership on messaging, media readiness, and reputational risk.
  4. Lead and support media relations activities, including proactive media planning, spokesperson preparation, press releases, and media materials.
  5. Support communications planning and delivery for public engagements, announcements, national initiatives, and special projects.
  6. Build and maintain relationships with Indigenous communities, National Indigenous Organizations, and external partners to support outreach and engagement efforts.
  7. Provide direction on digital and multimedia storytelling across social media, web platforms, and campaign channels.
  8. Work with the Innovation Multimedia Coordinator to develop engaging digital content, including short-form videos, reels, and long-form video content for YouTube.
  9. Monitor website performance and digital engagement metrics to identify opportunities to strengthen user experience, reach, and brand awareness.
  10. Review and edit communications materials to ensure clarity, consistency, accessibility, and alignment with Commission priorities and values.
  11. Coordinate communications timelines, workflows, approvals, and quality control across multiple concurrent initiatives.
  12. Collaborate with the Manager on the development of the Commission's annual report.



Qualifications Required:

  • Bilingualism in English and French with strong written and verbal communication skills in both languages is required.
  • Bachelor's degree in communications, journalism, public relations, media, marketing, public policy, or a related field, or an acceptable combination of education, training, and relevant professional experience.
  • 4-6 years of professional experience in strategic communications, media relations, stakeholder engagement, or a related field.
  • Exceptional written and verbal communication skills, with the ability to translate complex information into clear, accessible, and culturally responsive communications products.
  • Demonstrated ability to develop communications materials such as press releases, briefing notes, key messages, Q&As, speaking notes, backgrounders, presentations, and related materials.
  • Strong understanding of communications planning, message development, and media readiness in support of public-facing initiatives and senior leadership communications.
  • Strong relationship-building skills, with the ability to work effectively with Indigenous communities, National Indigenous Organizations, external partners, and internal colleagues.
  • Sound judgment, discretion, and the ability to maintain confidentiality while managing sensitive information.
  • Strong organizational skills and the ability to manage multiple priorities and deadlines in a fast-paced environment.
  • Working knowledge of digital communications, social media platforms, website content management, and multimedia storytelling.
  • Ability to coordinate across teams and support multiple concurrent projects with a high degree of accuracy and attention to detail.
  • Ability and willingness to travel across Canada, as required.

Relevant du gestionnaire des communications, le stratege principal en communications soutient le developpement et la mise en uvre d'initiatives strategiques de communication qui font avancer le mandat et les priorites du Bureau du Commissaire aux langues autochtones. Ce role fournit des conseils et un soutien en communication strategique afin de garantir que le travail de la Commission soit communique de maniere claire, precise et conforme a ses valeurs.


Responsabilites cles

  1. Collaborer avec le Gestionnaire pour elaborer et mettre en uvre des plans, strategies et campagnes de communication internes et externes qui soutiennent le mandat et les priorites de la Commission.
  2. Developper des produits de communication incluant les communiques de presse, les notes de presse, les messages cles, les questions-reponses, les notes de discussion, les documents de synthese, les presentations et les supports associes.
  3. Fournir des conseils en communication strategique a la haute direction sur le message, la preparation aux medias et le risque reputationnel.
  4. Diriger et soutenir les activites de relations avec les medias, y compris la planification proactive des medias, la preparation des porte-paroles, les communiques de presse et les supports mediatiques.
  5. Soutenir la planification et la mise en uvre des communications pour les engagements publics, les annonces, les initiatives nationales et les projets speciaux.
  6. Construire et maintenir des relations avec les communautes autochtones, les organisations autochtones nationales et les partenaires externes pour soutenir les efforts de sensibilisation et d'engagement.
  7. Orienter la narration numerique et multimedia sur les reseaux sociaux, les plateformes web et les canaux de campagne.
  8. Travailler avec le coordinateur Innovation Multimedia pour developper du contenu numerique engageant, y compris des videos courtes, des reels et des videos longues pour YouTube.
  9. Surveillez les indicateurs de performance du site web et d'engagement numerique afin d'identifier les opportunites de renforcer l'experience utilisateur, la portee et la notoriete de la marque.
  10. Revisez et modifiez les documents de communication afin d'assurer clarte, coherence, accessibilite et conformite avec les priorites et valeurs de la Commission.
  11. Coordonnez les delais de communication, les flux de travail, les approbations et le controle qualite sur plusieurs initiatives simultanees.
  12. Collaborer avec le Directeur a l'elaboration du rapport annuel de la Commission.



Qualifications requises :

  • Le bilinguisme en anglais et en francais, avec de solides competences en communication ecrite et verbale dans les deux langues, est requis.
  • Diplome Universitaire en communication, journalisme, relations publiques, medias, marketing, politiques publiques ou domaine connexe, ou une combinaison acceptable d'education, de formation et d'experience professionnelle pertinente.
  • 4 a 6 ans d'experience professionnelle en communication strategique, relations avec les medias, engagement des parties prenantes ou un domaine connexe.
  • Competences exceptionnelles en communication ecrite et orale, avec la capacite de traduire des informations complexes en produits de communication clairs, accessibles et culturellement adaptes.
