Job description

Director of Land Development
The Director of Land Development is responsible for supervising all land development activities for assigned communities from project planning to bond release.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Ensure projects meet governmental requirements and individual site plans and specifications
  • Monitor land development schedules on assigned communities
  • Ensure completion of land development improvements for bond reductions and release
  • Maintain land development budgets
  • Complete all other duties assigned by the VP of Land Development
  • Coordinate the hiring and daily management of Subcontractors for land development
  • Prepare land development budgets for project in entitlement process for management approval
  • Coordinate preparation of Land Development budgets, projects and schedules
  • Coordinate all consultant interaction and work directly with various approval agencies including City and County Planning, Zoning, and Engineering departments related to all entitlement processes and other issues that arise
  • Manage Land Development team consisting of Land Development Manager and Project Manager
  • Responsible for Lot Turnover to Construction
  • Coordination of New Communities opening schedules and materials for OPS team.
  • Coordination of Lot Matrix for all Product Offerings

SPECIFIC DUTIES & RESPONSIBILITIES
  • Plan Review and Approval
    • Work with Acquisitions team to review plans and provide feedback
    • Engage civil engineer to develop construction plans
    • Review all engineering plans and reports to identify potential issues and opportunities
    • Manage the submission of the plans to the approving jurisdiction
    • Review jurisdictional plan comments with engineer, other consultants, and jurisdictional staff
    • Review bond estimates and provide feedback to engineers
    • Expedite submission of plans to ensure earliest possible approval
  • Bonding
    • Manage the acquisition of all required project bonds
    • Track required bond renewals
    • Facilitate bond reductions as work progresses
    • Manage the release of all project bonds
    • Track timely release of all maintenance bonds
  • Budgeting
    • Develop and update projects budgets
    • Populate and update a current unit pricing list for team use
    • Review and understand all project specific conditions affecting project costs
    • Provide innovative cost saving solutions to project challenges
    • Engage contractors to develop project specific budgets and provide value engineering
  • HOA
    • Engage local attorneys to develop HOA documents, establish entities and record documents after completion
    • Work with HOA Management companies to develop project specific budgets
  • Permitting
    • Facilitate timely issuance of all required permits for development of the projects including but not limited to environmental, wetlands, early grading, site plan, and DOT.
    • Renew all permits as required
    • Close out all project permits
  • Construction
    • Establish relationships with local contractors
    • Find new contractors to increase our capacity to develop projects
    • Review and understand contractor capabilities
    • Develop project specific comprehensive scopes of work and RFPs
    • Bid and evaluate all aspects of the project including site work, landscaping, amenities, etc.
    • Contract all aspects of the project
    • Develop project schedules
    • Manage all contractors and consultants working on projects
    • Review and approve all applications for payment
    • Obtain all required lien releases
    • Ensure all project costs are within budget
    • Assemble and manage the land bank draw process
    • Hold regular progress meetings with contractors
    • Engage and manage consultants required for any 3rd party inspections including wetlands, geotech, environmental, SWPPP, etc.
    • Work with procurement and production teams to coordinate any project specific requirements
    • Develop Lot Matrix for all product offerings
    • Coordinate with marketing team to deliver lots per schedule
    • Complete inspections of all finished work
    • Deliver finished lots to production per schedule
  • Bonding
    • Manage the acquisition of all required project bonds
    • Track required bond renewals
    • Facilitate bond reductions as work progresses
    • Manage the release of all project bonds
    • Track timely release of all maintenance bonds
  • Project Close out
    • Manage the entire project close out
    • Final payments to contractors
    • HOA turnover
    • Resolution of final budgets

EXPERIENCE, SKILLS, KNOWLEDGE
Degree in Construction Management encouraged, but not required
Minimum of 5 years' experience in Land Development / Construction Management / Estimating
Knowledge of scope, region, jurisdictions and general Land Development
Ability to budget, bid, schedule. plan, organize, manage and supervise subcontractors
Organizational Skills
Self- Starter splitting time between office and field with ability to perform duties with little supervision.
Strong Communication Skills (written and verbal) Attention to Detail
Proficient in MS Office Suite, MS Excel, PowerPoint, and Word Valid Driver's License is required as well as travel.
