Responsibilities of the Municipal Project Manager:
This candidate will lead multidisciplinary teams in the planning, design, and delivery of complex municipal infrastructure and site development projects. This role requires technical proficiency in civil engineering design, project management expertise, and strong client relationship skills. The Municipal Project Manager will be responsible for ensuring projects are executed with technical accuracy, regulatory compliance, and a high standard of quality while meeting client expectations for scope, budget, and schedule.
  • Manage and direct the design and delivery of municipal infrastructure projects including potable water transmission and distribution systems, sanitary sewer collection systems, stormwater facilities, roadway improvements, site development, and parks and recreation infrastructure.
  • Lead preparation of engineering basis of design reports, feasibility studies, preliminary engineering, and final design documents including construction drawings, technical specifications, and cost estimates.
  • Serve as the primary client liaison, developing scopes of work, negotiating contracts, presenting technical findings, and ensuring responsive communication throughout the project lifecycle.
  • Develop and manage project budgets, schedules, and work plans; monitor progress to ensure on-time and on-budget delivery.
  • Coordinate with subconsultants, contractors, and regulatory agencies to ensure compliance with applicable standards, codes, and permitting requirements.
  • Provide quality assurance/quality control (QA/QC) on design deliverables, ensuring technical accuracy and constructability.
  • Mentor, supervise, and provide technical guidance to junior engineers, EITs, CAD designers, and project staff to support career development and strengthen technical expertise within the team.
  • Participate in business development activities, proposal preparation, and client presentations to help grow municipal engineering services.

Requirements of the Municipal Project Manager:
  • Bachelor's degree in Civil Engineering
  • Arizona Professional Engineer (PE) license or ability to obtain within 6 months.
  • Minimum 8+ years of progressive civil engineering experience, with at least 3 years in project management overseeing municipal infrastructure projects.
  • Demonstrated experience with the design and permitting of municipal infrastructure projects including water, sewer, stormwater, and roadway improvements.
  • Proficiency in civil engineering design software such as AutoCAD Civil3D, HEC-HMS, HEC-RAS, SWMM, WaterCAD, SewerCAD, StormCAD and other modeling tools.
  • Strong understanding of municipal codes, MAG standards, and permitting processes and compliance.
  • Proven ability to manage multiple concurrent projects with responsibility for technical deliverables, budgets, and schedules.
  • Excellent technical writing, communication, and leadership skills with the ability to develop and maintain strong client relationships.
